He noted that both the <br /> Council and development community were very aware of which projects were coming through the <br /> pipeline and if there was any concern over reaching the maximum in growth management allocations, <br /> the Council would encourage developers to bring the project forward through the next planning cycle. <br /> Overall, it was a very cooperative process. <br /> Mayor Thorne concurred, noting that the city is usually aware of larger projects years before they come <br /> forward. <br /> Councilmember Narum agreed but recalled her concern that the proposed language suggests that <br /> growth management will be allocated to a project only to the point that the current allocation allows, <br /> with any remaining units forced to wait until units are made available by the next planning cycle. <br /> Councilmember Olson corrected her that they would borrow units from the next cycle. <br /> Councilmember Pentin asked and staff confirmed that the borrowing would only apply to affordable <br /> units. <br /> City Council Minutes Page 6 of 8 February 3,2015 <br />
