• <br /> viewed as undesirable, property values are impacted by much broader economic conditions <br /> rather that individual projects. Also, staff is unaware that City park improvements have <br /> generated neighborhood complaints in neighborhoods adjacent to a City park. <br /> • Traffic —The City Traffic Engineer reviewed the proposed traffic on West Lagoon Road and <br /> provided that AM peak hour vehicle traffic is currently 150 to 175 vehicles per hour. <br /> Assuming that all of the 25 parking spaces were eventually constructed (not the 12 <br /> proposed at this time); this could result in an additional five vehicles per hour which would <br /> be unnoticed by the neighborhood. The amount of traffic impact on Bernal Avenue is also <br /> insignificant and there is capacity to adjust the traffic signal at West Lagoon Road should <br /> that ever become necessary. <br /> • Noise — Staff conducted an analysis and determined that the noise from the park would not <br /> exceed existing City noise standards. Nevertheless, staff understands some of the concern <br /> from the residents residing at some of the properties at Foothill Place (the closest homes <br /> range from 200 ft. to 275 ft. away from the park) and anticipates that if park visitors are <br /> raising their voices to get the attention of their dogs and if dogs are barking that some of <br /> these residents would hear some of this this activity. Staff does not anticipate any <br /> noticeable noise impact to West Lagoon or Meadowlark residents whose homes are <br /> approximately 500 ft. away from the dog park. <br /> To address these matters, staff has proposed the following: <br /> • Remove the second shade structure and plant extra trees and install two roundabout <br /> benches as noted above. <br /> • Pull back the south western edge of the park approximately 10 feet to create more <br /> distance from the homes along Foothill Place <br /> • Install additional plant material on the western edge of the park to assure there is a visual <br /> barrier between the park and the Foothill Place residences <br /> The final conceptual plan includes all of the above changes.
