IV. LEGAL AUTHORITY <br /> A. Introduction <br /> This section of the SSMP discusses the City's Legal Authority, including the Municipal Code and <br /> agreements with other agencies. <br /> B. Regulatory Requirements <br /> The summarized requirements for the Legal Authority section of the SSMP are: <br /> State GWDR Requirement: <br /> The Wastewater Collection System Agency must demonstrate,through collection system use <br /> ordinances,service agreements, or other legally binding procedures,that it possesses the necessary <br /> legal authority to: <br /> (a) Prevent illicit discharges into its wastewater collection system (examples may include <br /> infiltration and inflow (I/I), storm water, chemical dumping, unauthorized debris and cut <br /> roots, etc.); <br /> (b) Require that sewers and connections be properly designed and constructed; <br /> (c) Ensure access for maintenance, inspection, or repairs for portions of the lateral owned or <br /> maintained by the City; <br /> (d) Limit the discharge of fats, oils, and grease and other debris that may cause blockages; <br /> (e) Enforce any violation of its sewer ordinances; <br /> (f) Authority to inspect grease producing dischargers [from GWDR FOG provisions], and <br /> (g) Authority to enforce sewer-related ordinances <br /> C. City of Pleasanton Municipal Code <br /> The Pleasanton Municipal Code, Chapter 15, describes the City's current legal authorities. The legal <br /> authorities provided by the Municipal Code and other sources that address the regulatory requirements <br /> are summarized in Table 3-1. <br /> 141 Page <br />
