Vice-Mayor Pentin noted that in discussions regarding the duration of a naming recognition, it specifies <br /> that the city may solicit additional donations at the time it replaces a product. He asked if the same <br /> donor would be given the opportunity to renew their sponsorship before it is offered to others. <br /> Mr. Bocian said there are three approaches available: 1) what was described by the Vice-Mayor, 2) <br /> opening the opportunity to the broader public again or 3) replacing the item with no name affixed to it. <br /> Vice-Mayor Pentin requested clarification, noting that Mr. Bocian indicated all participating groups have <br /> signed on while the staff report indicates that Pleasanton Adult Sunday Soccer has not. <br /> Mr. Bocian confirmed that they have not, although the Pleasanton Junior Football League has. <br /> Councilmember Brown asked if any consideration has been given to sharing use of the fields with <br /> Pleasanton Unified School District (PUSD). She also asked field use for general community activities, <br /> such as informal sports activities or classes, would be managed. <br /> Mr. Fialho explained that PUSD use of the fields have come up and will likely be a topic for further <br /> discussion with the city's liaison group. He noted that there have been discussions, and in some cases <br /> disputes, regarding the use of PUSD's own fields for various civic organizations within the community. <br /> Currently, most of the sporting organizations represented here are charged for the use of those fields. <br /> Staff has been having discussions with the district regarding the relaxation of this policy in hopes that <br /> there can be a more cooperative effort when these fields come available, but those discussions have <br /> not been finalized. <br /> Mr. Bocian reiterated that field use will be allocated based on the city's Field Allocation Policy. He <br /> explained that the fields and park are generally considered open, not reserved solely for the sports <br /> groups, although the fields will obviously be booked a significant portion of the time. All field <br /> reservations will be processed through the Community Services Department. <br /> Councilmember Brown requested that the fields will be truly open, as opposed to those she has seen <br /> that literally require a key to gain entrance. <br /> Mr. Bocian explained that there would be a 4-foot fence installed around the fields for safety purposes, <br /> although there have not been any discussions regarding whether it will be locked or unlocked. <br /> Councilmember Narum noted that the "Additional Funding" line item specifies an amount of $2.178 <br /> million while the MOU caps the sports groups' contribution at $2 million. She asked if a funding source <br /> has been identified for the remaining balance, should that occur. <br /> Mr. Bocian explained that it will depend largely on the bids that come back and what sort of funding <br /> package staff can put together in the context of the components to be included. He estimated that at <br /> least a portion would be funded by in-lieu park fees obtained from some of the larger apartment <br /> projects approved by the Council. <br /> Councilmember Narum expressed concern that a sort of piece meal scenario could result from the bid <br /> alternatives and lead to a project that is ultimately not what the community wants. She asked, and staff <br /> confirmed, that they do have several creative funding ideas to try and complete Phase II in full. <br /> Mr. Fialho explained that there are a number of funding sources earmarked for specific types of capital <br /> expenditures that can be used to help balance the capital budget. As indicated by Mr. Bocian, the <br /> specifics of the funding package will be largely dependent on the bids that come in. <br /> Councilmember Olson appreciated what he said was a novel formula basis and thought it spoke well of <br /> the community that there are so many groups willing to participate in this effort. <br /> City Council Minutes Page 7 of 14 December 2, 2014 <br />
