Provide competitive pricing for commercial trash service by going out to bid, <br /> not just extending franchise agreement which has been in place since 1989. <br /> 2.) Commercial trash/recycle rates in general need to be decreased (at least <br /> made competitive with Livermore and Dublin). <br /> 3.) No hefty increases going forward including the proposed 3.2% increase in <br /> 2015. <br /> a.) Any increase at this point is not warranted: <br /> 10/2009— up 12% <br /> 04/2011 — up 2% <br /> 01/2013— up 5% <br /> 04/2014— up 8% <br /> 04/2015— up 3% <br /> b.) Some increases were instituted when the economy hit an all time low and <br /> witnessed negative CPI rates. <br /> 4.) Three or four-yard bins must be provided to commercial businesses for mixed <br /> recycling —not 96 gallon residential type carts only. <br /> 5.) Recycle charges need to be less expensive than trash charges. <br /> a) The equivalent of a 4 yard bin is 9 —96 gal containers. We are given one <br /> free cart per account. The cost per container is $74.56 x 8 = $596.48. The cost for <br /> a four-yard bin for trash is $583.25. Recycling is actually more expensive than <br /> trash even though cans/bottles/paper can be sold for profit. <br /> 6.) One free cardboard recycle bin should be allotted for each account. <br />
