The playground area would be approximately 1,984 square
feet (31 feet by 64 feet) in area. The playground area would include a 10-foot tall
prefabricated play structure surrounded by a rubber synthetic play surface, turf area, a
new bench and landscaping as shown on the plans in Attachment 4, Exhibit B. The
playground was designed to be fully accessible, and would be enclosed and secured
with a six-foot tall wrought iron fence and two locking gates. The playground area
would be utilized from 2:00 p.m. to 6:00 p.m. for students in kindergarten through sixth
grade. Students would be supervised both in walking to and from the playground area
and when they are within the fenced area. No more than 16 students would occupy the
playground area at any given time.
PLANNING COMMISSION ACTION
The Planning Commission held a public hearing on November 12, 2014, to review the
proposed project. Detailed information on this meeting is provided by Attachment 3,
draft Planning Commission meeting minutes (a podcast is also available at the City's
website at www.ci.pleasanton.ca.us). One member of the public (excluding a Young Ivy
Academy representative) spoke at the hearing indicating support of the application.
After receiving public testimony, the Commission, on a 5-0 vote, approved the Heritage
School portion of the application subject to staff's recommended conditions, but denied
the outdoor playground area, citing primarily unmitigated noise impacts on the
surrounding residences, but also potential safety risks and land use incompatibility
Page 3 of 5
