BACKGROUND <br /> On June 11, 2014, the applicant requested a modification of an existing CUP to convert <br /> a previously approved tutoring facility with a maximum of 30 students into a Heritage <br /> School with a maximum of 30 students and to construct a new outdoor playground area <br /> at the subject site. The application was reviewed by the Planning Commission at a <br /> public hearing held on November 12, 2014. At that meeting, the Planning Commission <br /> agreed with staffs recommendation, and approved the Heritage School, but denied the <br /> outdoor playground area. This action was subsequently appealed by Young Ivy <br /> Academy and the appeal is currently before the City Council for review and action. <br /> For additional background information, please refer to the November 12, 2014 Planning <br /> Commission staff report in Attachment 4 and Planning Commission meeting minutes in <br /> Attachment 3. <br /> SITE AND SURROUNDING AREA DESCRIPTION <br /> The Oak Hills Shopping Center is located on a 9.09-acre parcel on the east side of <br /> Sunol Boulevard between Mission Drive and Junipero Street (Figure 1). Properties <br /> adjacent to the shopping center include: the Pleasanton Senior Center, across Sunol <br /> Boulevard to the west; commercial offices and multi-family residential uses across <br /> Mission Drive to the north/northeast; multi- and single-family residences to the east; and <br /> offices and single-family residences across Junipero Street to the south. <br /> The shopping center contains six commercial buildings totaling 119,964 square feet in <br /> area. The existing businesses in the shopping center include: Raley's Supermarket, a <br /> variety of personal service and office uses, a dance studio (Tiffany's Dance Academy), <br /> a trophy shop (Crown Trophy), a martial arts studio, quick serve eateries, and a bank, <br /> among others. The subject building is a one-story, multi-tenant building; Suites 3 and 4 <br /> comprise approximately 2,500 square feet. The adjacent uses are a dental office and a <br /> nail salon. <br /> There are a total of 670 on-site parking spaces located throughout the shopping center, <br /> both in front and behind the commercial buildings. The shopping center driveways are <br /> located on Sunol Boulevard (one), Mission Drive (two) and Junipero Street (two). <br /> Page 2 of 5 <br />
