7. If it be, found that protest is made by public and private <br /> owners of a majority of the separate parcels of property within <br /> the territory proposed to be annexed, further proceedings shall not <br /> be taken. <br /> 8. If no majority protest is made, further proceedings shall <br /> be taken, including the holding of special elections within the <br /> territory and within the City. <br /> 9. The City,_ Clerk shall cause written notice of the proposed <br /> annexation to be mailed to each owner of an equitable or a legal <br /> interest in land (other than an easement) within the territory <br /> where said owner has filed his name, address and a general descrip- <br /> tion of his land, sufficient to identify it on the last equalized <br /> County assessment roll, with the Clerk. This notice shall be <br /> mailed not less than twenty (20) days before the public, hearing <br /> date set forth above. <br /> 10.
