Initial Study and Negative Declaration <br />northbound left -turn lane to accommodate the anticipated queues. The <br />proposed project includes the extension of the existing left -turn lane south <br />approximately 125 feet. This extension will require removal of a portion of the <br />existing landscaped median. Since the developer would construct the lane <br />extension, the developer will receive a credit towards its Pleasanton Traffic <br />Improvement Fee for the cost of constructing the improvement. Therefore, <br />the conditions of approval will ensure that potential traffic impacts are Tess <br />than significant. <br />b. The Alameda County Congestion Management Agency's (CMA) threshold for <br />a significant impact to County transportation facilities is the addition of 100 or <br />more new peak -hour trips. The proposed Chick -fil -A project would add more <br />than 100 peak hour trips. However, the Alameda County CMA does not have <br />a policy for determining a threshold of significance for the Congestion <br />Management Program (CMP) requirements and expects that professional <br />judgment will be used to determine project impacts. If a roadway segment <br />operates at an unacceptable LOS without the project, the impact of the <br />project on CMA facilities is considered significant if the contribution of project <br />traffic results in an increase in the volume -to- capacity ratio of more than 3 %. <br />It is estimated that less than 50% of project trips will use Hopyard Road north of <br />Owens Drive. Based on the relatively modest peak hour trip generation of the <br />project (185 a.m. peak hour trips and 132 p.m. peak hour trips) and dispersed <br />trip distribution patterns, the project would not increase the volume -to- <br />capacity threshold of Hopyard Rd. or 1 -580 (the two roadways closest to the <br />project site that are under CMA jurisdiction) by more than 3 %. Therefore, this <br />would be a Tess- than- significant impact. <br />c. The project site is not located in close proximity to public or private airports. <br />The proposed restaurant building would have a building height lower than the <br />adjacent office building. The proposed building height of approximately 31'- <br />4" would not conflict with existing flight paths. Furthermore, the proposed <br />restaurant would not increase air traffic levels. Therefore, this would be no- <br />impact. <br />d -e. The project will not increase hazards due to design features or incompatible <br />uses. The project driveways and drive aisles will be designed to City <br />standards and would provide adequate sight distances and accommodate <br />the safe turning radius of emergency and non - emergency vehicles. <br />Emergency access to the project site will not be compromised due to the <br />proposal. Therefore, these would be less- than - significant impacts. <br />g. The proposal will also not be in conflict with policies, plans, or programs <br />related to public transit, bicycle or pedestrian facilities. The project will <br />46 <br />
