Initial Study and Negative Declaration <br />iv) Parks? <br />v) Other public facilities? <br />DISCUSSION <br />X <br />x <br />a) The proposed project would result in the development of a restaurant with <br />drive- through. The project would be compliant with the Fire Code and would <br />not substantially increase demand for fire protection services. Up to 15 <br />employees would work at the proposed restaurant at any one time. The <br />increase in employees in the area would not have a substantial effect on public <br />services. Construction sites with an open storage yard may attract theft. Staff <br />has included conditions requiring the project developer to secure the <br />construction site and all open storage of materials and to provide fencing <br />around supplies and equipment to prevent theft; another condition of approval <br />would require that on -site construction trailers have emergency contact <br />information posted. Because the project would not result in the construction of <br />new housing, it would not directly increase enrollment in local schools. <br />However, the applicant will be required to contribute funds to the Pleasanton <br />Unified School District to offset this project's indirect impacts to school facilities; <br />the funds would be used to construct and /or procure classrooms. Adequate <br />park facilities exist to serve the minor increase in the demand for park services <br />that would be generated by this project and the developer would be required <br />to pay a Public Facilities Fee and other development impact fees to offset the <br />project's minor increases in the demand for City services. Therefore, these <br />would be categorized as no impacts or Tess- than - significant impacts. <br />5.15. RECREATION <br />ENVIRONMENTAL SETTING <br />The project site currently does not contain any neighborhood, community, or <br />regional parks. The project site contains a partial parking lot and an open space <br />area with existing vegetation. <br />STANDARDS OF SIGNIFICANCE <br />For purposes of this environmental document, an impact is considered significant if <br />the proposed project would: <br />• Result in the failure to meet City standards for the provision of parkland. <br />41 <br />
