Initial Study and Negative Declaration <br />Airport Influence Area (AIA) indicated in the Livermore Municipal Airport's <br />Airport Land Use Compatibility Plan or within the vicinity of a private airstrip. <br />Therefore, these would be no- impact. <br />g -h. The project site is located in an urbanized area and modifications to the <br />property would not impair implementation of or physically interfere with an <br />adopted emergency response plan or emergency evacuation plan. The <br />existing left -turn lane from northbound Hopyard Road to westbound Owens <br />Drive would be extended to better facilitate queuing and through vehicles <br />on Hopyard Road. This modification to the roadway would not interfere with <br />emergency access. Wildlands do not exist within or adjacent to the subject <br />site. Therefore, these would be Tess- than - significant impacts. <br />5.9. HYDROLOGY AND WATER QUALITY <br />ENVIRONMENTAL SETTING <br />The National Pollutant Discharge Elimination System (NPDES) was established in the <br />Clean Water Act to regulate municipal and industrial discharges to surface waters <br />of the U.S. Non -point sources originate and diffuse over a wide area rather than <br />from a definable point. Two types of non -point source discharges are controlled <br />by the NPDES program: discharges caused by general construction activities and <br />discharges to the municipal storm water system.
