Initial Study and Negative Declaration <br />generally low- profile, with a maximum height of 31'4" and would not <br />substantially block views of surrounding hillsides. In addition, the southern <br />portion of the site would consist of a surface parking lot, allowing for the <br />retention of westerly views of Pleasanton Ridge. This would be a less -than- <br />significant impact. <br />b. Per the California Scenic Highway Mapping System <br />( htto : / /www.dot.ca.gov /ha /LandArch /scenic hiqhways /index.htm),the <br />segment of 1 -580 located adjacent to the project site is not designated as a <br />State Scenic Highway. No rock outcroppings or historic buildings exist on the <br />site. The arborist report identified 34 trees on the project site. A maximum of 31 <br />existing trees on the project site would be removed due to the construction of <br />the proposed development, including 16 heritage trees. The proposed <br />preliminary landscape plan shows the planting of two 60 -inch box sized trees, 37 <br />24 -inch box sized trees and a variety of shrubs and groundcover to mitigate the <br />loss of existing trees. In addition, four heritage trees would be removed from the <br />Hopyard Road median to allow for construction of the left -turn lane extension. <br />The applicant will be required to mitigate the heritage tree removal by making <br />a payment to the Urban Forestry Fund, based on the appraised value of the <br />heritage trees, or paying a proportionately reduced amount by increasing the <br />size of some or all of the proposed trees that are shown on the landscape plan, <br />or increasing the quantity of trees. The payment to the City's Urban Forestry <br />Fund would be used to plant trees elsewhere in the City. Therefore, this would <br />be a less - than - significant impact. <br />c. Development of the site would not degrade the existing visual character of the <br />site because it would result in development that would be aesthetically <br />compatible with surrounding commercial development. The design of the <br />proposed project would be compatible with the surroundings in terms of <br />architectural details (earth -tone colored stucco building, stone veneer <br />wainscot, horizontal score lines and trim to break up the building mass, and a <br />trellis on the west side of the building) and landscaping. The proposed <br />development includes a landscaped City gateway sign and landscape buffer <br />along the northern and eastern perimeters of the site that would minimize the <br />visual effect of the new building near the freeway off -ramp and along Hopyard <br />Road, a major arterial in the City; the landscaping would also screen the <br />outdoor dining area from the roadway. The changes to the existing visual <br />character of the area are not considered significant. Therefore, this would be a <br />less- than- significant impact. <br />d. The proposed development may potentially introduce evening light and glare <br />associated with the building- mounted lights and new parking lot lighting. <br />Conditions for the project will require that all exterior lighting be directed <br />15 <br />
