Conditions of Approval, Exhibit "A" (Attachment 1); and <br />7. Introduce a draft ordinance approving Case PUD- 96- 13 -02M, a PUD Major <br />Modification to the PUD governing the Pleasanton Square II development to <br />accommodate the proposed development subject to the Condition of Approval, <br />Exhibit "A "(Attachment 2). <br />FINANCIAL STATEMENT <br />Increases in property and sales taxes generated by the project would be used to <br />provide services, such as police, fire, etc., for the increased demand generated by the <br />use. The applicant would have to pay development impact fees (e.g., public facilities <br />fee, traffic fees, water /sewer connection fees, etc.) that are used to pay for the cost of <br />new City facilities and infrastructure necessitated by development. Based on generic <br />property and sales tax revenue data for similar uses provided by the Finance <br />Department, the proposed development would be expected to generate approximately <br />$33,000 in annual sales tax allocations to the City and approximately $3,250 in annual <br />property tax. <br />BACKGROUND <br />The project site is located within and to the immediate east of the Pleasanton Park <br />Business Park (the business park includes commercial sites, anchor tenants such as <br />Home Depot, BevMo!, and Smart & Final, and smaller tenants such as In -N -Out <br />Burger). In July 2013, Delta Properties, owners of Pleasanton Square Shopping <br />Center, purchased an approximately 0.59 -acre piece of surplus land from the California <br />Department of Transportation (CalTrans). The vacant parcel is located between the 1- <br />580 Hopyard Road eastbound (EB) off -ramp and the Business Park. This vacant site <br />has a Pleasanton General Plan Land Use Designation of Open Space — Public Health <br />and Safety but does not have a zoning designation. <br />Deborah Kerr, on behalf of Chick- fil -A, filed applications for the construction of a <br />restaurant with double drive - through lanes and related on -site and off -site <br />improvements. The proposed development would occur on the vacant parcel, a portion <br />of the existing lot located to the immediate south, known as 6111 Johnson Court, and a <br />portion of the existing Pleasanton Square II Shopping Center. <br />The Planning Commission reviewed and recommended approval of the proposed <br />project at its meeting on October 22, 2014. The proposal is now before the Council for <br />final action. <br />SITE DESCRIPTION <br />The project site is located on Johnson Court off Owens Drive. The site borders the 1- <br />580 EB Hopyard Road off-ramp on the north, Hopyard Road on the east, Owens Drive <br />on the south, and Pleasanton Square II Shopping Center and Johnson Court on the <br />west.
