space being dedicated to the city as part of the Austin property proceedings and 231 acres of open <br /> space known as Castleridge which was recently acquired by East Bay Regional Parks District. <br /> The Task Force process will include three meetings, the first of which are slated for later in October, <br /> and is expected to conclude by spring of 2015. Members will be provided with background information <br /> and site visits as are necessary. The Task Force will also host two community stakeholder and one <br /> staff stakeholder meeting and implement an online survey to gather public input for development of the <br /> mission, vision statements and strategic plan. Integration of neighboring open space and the <br /> negotiation of interim access to Pleasanton Ridge will also be explored through this process, though <br /> any agreement must be well-planned and address immediate concerns that range from parking to <br /> circulation to neighborhood impacts. Any agreement that is negotiated will be vetted through both the <br /> city's and EBRPD's public processes before adoption. <br /> Ms. Yuan-Miu listed the proposed Task Force members consisting of one representative each from the <br /> Parks and Recreation Commission, Civic Arts Commission, Youth Commission, Bikes, Pedestrian and <br /> Trails Committee, Pleasanton Unified School District, the Museum on Main, Friends of the Alviso <br /> Adobe and two community-at-large members. Review and consider a letter to Pleasanton's California Legislative Representatives regarding <br /> legislation to allow for extension of current Regional Housing Needs Assessment (RHNA) <br /> planning period in light of severe drought conditions <br /> Mr. Fialho presented a brief staff report. He stated that at its last meeting, the Council directed staff to <br /> draft a letter for its consideration asking local state representatives to take a leadership position in <br /> reconciling two conflicts within current state law. Each city is required under state law to adopt a <br /> certified Housing Element accommodating the city's RHNA needs and inherent in that law is a <br /> requirement that the city demonstrate an ability to accommodate that need if and when there is a <br /> demand for those obligations, regardless of the city's local growth management practices. The law <br /> does not take into consideration certain constraints that may occur locally, one of which is the current <br /> drought. <br /> The proposed letter asks the city's representatives to consider the introduction of legislation that would: <br /> 1) temporarily suspend the city's obligation to comply with RHNA until emergency drought restrictions <br /> have been lifted, and 2) extend the RHNA cycle by a time period equal to that in which the emergency <br /> restrictions were imposed in order to allow the demands of this obligation to be satisfied over a full <br /> City Council Minutes Page 6 of 8 October 7, 2014 <br />
