Councilmember Narum referred to page 5 (Goals) of the Draft Master Plan and noted there is no <br /> reference to the goal of creating a gateway into the downtown on Neal Street. She said this is <br /> particularly important to her and would like to see it added to the document. She said she was <br /> especially excited by the idea of removable bollards for special events and hoped to see it expanded to <br /> other points throughout the downtown. <br /> MOTION: It was m/s by Narum/Cook-Kallio to approve the Lions Wayside and Delucchi Parks <br /> Master Plan, with additional comments under Goals as noted. <br /> Councilmember Brown said the plan creates a wonderful gateway to the city and supported <br /> Councilmember Narum's request to reinforce that within the document. She said she would like to see <br /> staff work with the Lions Club, after whom the park is named, to become involved in fundraising for the <br /> project. A friendly amendment was offered and accepted. <br /> Mayor Thorne offered his support for the amendment, noting that the local sports groups are being <br /> asked to participate in Bernal Phase II and the Rotary Club in Rotary Park. <br /> Vice-Mayor Pentin said he has looked forward to this plan for quite a long time and is pleased with how <br /> well it honors how each of these parks are used. He said he supported elimination of the children's play <br /> area as that isn't really how this park is used. He noted that the schematics indicate an overhead sign <br /> at Lions Wayside and said he hoped to see Delucchi Park identified as its own park as well. <br /> Mr. Fialho confirmed and explained that the signs would be mirror images of another, excepting the <br /> name. <br /> Mayor Thorne expressed his support, though thought it a bit optimistic that staff would be able get the <br /> appropriate permits by the end of 2015 given all the federal agencies involved. <br /> Mr. Fialho reemphasized that staff is working very hard to accomplish the undergrounding. <br /> Nonetheless, there is a possibility that various federal agencies will not allow it. If staff exhausts all of its <br /> options and is unsuccessful, they will return with an alternate plan for the Council's consideration. <br /> Councilmember Brown asked if and where the existing monument signs would be relocated. <br /> Mr. Fialho said that would be determined as part of the design stage. <br /> MOTION: It was m/s by Narum/Cook-Kallio to approve the Lions Wayside and Delucchi Parks <br /> Master Plan, with additional comments under Goals as noted and direction that staff engage the <br /> Lions Club in a fundraising effort to support construction of Lions Wayside Park. Review and consider appointments to the Alviso Adobe Task Force <br /> Ms. Yuan-Miu presented the staff report, stating that in July 2014 the City Council approved formation <br /> of a 9-member Alviso Adobe Task Force for the purpose of engaging in the planning process for the <br /> Alviso Adobe Community Park. Elements of the planning process are to develop a vision to guide the <br /> future of the community park as well as a mission that clearly states the purpose of the facility. The <br /> Task Force will also be engaged in development of a strategic plan outlining the short and long-term <br /> goals for the park and determining whether use of the facility can be increased through modest <br /> expenditures. The Council also asked that the Task Force consider integration of 22 acres of open <br /> City Council Minutes Page 5 of 8 October 7,2014 <br />
