BACKGROUND <br /> The LIHF is used in support of activities to implement the General Plan Housing <br /> Element. This includes public partnerships, as well as assistance to other governmental <br /> entities, such as this proposed designation of funds for potential future grants to the <br /> Pleasanton Unified School District. The City School Liaison Committee, comprised of <br /> two City Council members (Cook-Kallio/Narum) and two School Board members <br /> (Larsen/Bowser) recommends that $250,000 be earmarked for potential new or updated <br /> facilities (e.g. preschool portables, kindergarten facilities, etc.) to serve children enrolled <br /> in the PUSD who are from special-housing needs large households, students with <br /> disabilities, extremely low-income households, homeless children, families with single- <br /> parent heads of households, etc. <br /> As set forth in the Municipal Code Chapter 17.40, Lower Income Housing Fund, the fee <br /> is assessed to "assist in meeting the lower-income and moderate-income housing goals <br /> as established in the general plan." Specific sections of the General Plan include: <br /> The General Plan Housing Element includes the following goals and policies: <br /> Goal 17: Identify and make special provisions for the community's <br /> special-housing needs. <br /> Policy 41: Provide for the special-housing needs of large households, the <br /> elderly, persons with disabilities, extremely low income households, the <br /> homeless, farmworkers, and families with single-parent heads of <br /> households. <br /> In addition, the General Plan Public Facilities and Community Programs Element <br /> includes the following policies: <br /> Policy 7: Encourage and support high quality public and private educational <br /> facilities in Pleasanton and facilitate lifelong educational opportunities for all <br /> ages. <br /> Policy 8: Coordinate with the School District to maintain elementary schools <br /> within student walking distance whenever feasible and allow other community- <br /> related facilities within these facilities. <br /> The need identified by the School Liaison Committee stems in part from the fact that <br /> many of the community's special-housing needs families include children who are lower <br /> income and/or have incomes at the poverty level (approximately $23,833 for a family of <br /> four). In 2012, approximately 732 (5%) children ages 5 to 17 enrolled in the Pleasanton <br /> Unified School District were living in households with incomes at the poverty level. As <br /> such, it can be assumed that a significant portion of the proposed grant funds would be <br /> used to support families with limited incomes. (The current income level at 50% AMI for <br /> a family of four is $44,250.)
