THE CITY of G <br /> CITY COUNCIL AGENDA REPORT 6 <br /> pL£ASANTONa <br /> November 18, 2014 <br /> Community Services <br /> TITLE: DESIGNATE $250,000 FROM THE LOWER INCOME HOUSING FUND <br /> FOR POTENTIAL NEW OR UPDATED SCHOOL DISTRICT FACILITIES <br /> IN SUPPORT OF GENERAL PLAN POLICIES FOR SPECIAL-HOUSING <br /> NEEDS UNDERSERVED CHILDREN IN PLEASANTON <br /> SUMMARY <br /> As part of the City Council's decision regarding the Auf der Maur development's (PUD- <br /> 87) affordable housing agreement, the City Council considered using $250,000 from the <br /> development's $4.5 million in-lieu fee payment to support underserved PUSD students <br /> as recommended by the City School Liaison Committee. As an outcome of that <br /> discussion, the City Council decided that the use of these fees would be determined at <br /> a later date as part of a comprehensive budget review. Notwithstanding that decision, <br /> because the Auf der Maur fee will not be received until a City certificate of occupancy is <br /> issued for the development, which may be two or more years away, the issue of <br /> supporting the Committee's recommendation remains. As such, this report provides an <br /> alternative for utilizing City Lower Income Housing Fees to fund this project in the near <br /> future. In the event the City Council's identifies these services as a priority use for the <br /> Auf der Maur fees, it can authorize a reimbursement to the Lower Income Housing Fund <br /> (LIHF) for the advance payment of the fees. <br /> RECOMMENDATION <br /> Approve a one-time appropriation of $250,000 from the Lower Income Housing Fund <br /> (271900) for a potential future PUSD grant to be used for new or updated facilities for <br /> special-housing needs underserved children in Pleasanton. <br /> FINANCIAL STATEMENT <br /> Approval of this recommendation would reduce the LIHF by $250,000. The Housing <br /> Fund has a current balance of approximately $16 million of which $10 million is <br /> appropriated to the Kottinger Gardens affordable senior housing project. This is a one- <br /> time appropriation and not part of the City's ongoing City Grant or other funding <br /> programs. If the City Council determines that the Auf der Maur fees are appropriate for <br /> this project, it can authorize a reimbursement to the Housing Fund. <br />
