BACKGROUND <br /> The last comprehensive update to the Hacienda Design Guidelines was approved by the <br /> City in 1994. In 2011 and 2012, the City Council approved the Hacienda TOD Standards <br /> and Design Guidelines and the Housing Site Development Standards and Design <br /> Guidelines which are intended to guide the development of higher-density and mixed-use <br /> projects in Hacienda Business Park (Hacienda). The Hacienda Plan Document, <br /> Regulations and Design Guidelines do not include these documents and the relationship <br /> between these new Design Guidelines and the original guidelines is not clear to the <br /> readers. In addition to incorporating the TOD and Housing Design Guidelines, the <br /> Hacienda Regulations and Design Guidelines need to be updated to incorporate other <br /> best practices at Hacienda, including new water-efficient landscaping requirements and <br /> the incorporation of new recycled water implementation strategies. The updates to the <br /> Hacienda Regulations and Design Guidelines will focus entirely on consolidating current <br /> guidelines into one document and will not change any development intensities, <br /> development standards or parking requirements. <br /> Once all of the City and Hacienda guidelines have been compiled and consolidated into <br /> one comprehensive document, the guidelines will be reformatted and re-packaged in a <br /> way that will make the document easier to navigate and understand, with the primary <br /> objective of attracting new businesses to Hacienda and enhancing the design quality of <br /> the area. <br /> DISCUSSION <br /> VMWP is a multi-disciplinary urban design and architecture firm that prepared the TOD <br /> Design Guidelines in 2011, and is familiar with the design characteristics of Hacienda and <br /> its surroundings. The firm has provided contract services planning for hundreds of public <br /> agencies, including the City of Pleasanton. Staff believes that the VMWP proposal will <br /> allow for a comprehensive update of the Hacienda Regulations and Design Guidelines to: <br /> a) incorporate the applicable design guidelines of City planning documents; b) refine the <br /> existing document to meet current City environmental objectives (e.g., reduce water use); <br /> and c) make the document more easy to understand and implement by project <br /> applicants, Hacienda Business Park Owners Association, and the City. VMWP proposes <br /> a budget of $44,040 (excluding optional services) to revise the Hacienda Regulations and <br /> Design Guidelines. Staff recommends adding a contingency of $5,000 which could be <br /> used for additional services, bringing the contract total to $49,040.
