THE CITY OF 4 <br /> ° -a "' CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> November 18, 2014 <br /> Community Development <br /> Planning Division <br /> TITLE: APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH VAN <br /> METER WILLIAMS POLLACK, LLP (VMWP) FOR $50,000 FOR SERVICES <br /> ASSOCIATED WITH UPDATING THE HACIENDA REGULATIONS AND <br /> DESIGN GUIDELINES <br /> SUMMARY <br /> Staff is requesting approval of a Professional Services Agreement with VMWP (see <br /> Attachment 1) to provide planning services to prepare an updated Hacienda Regulations <br /> and Design Guidelines. Staff believes an update to the Hacienda Regulations and Design <br /> Guidelines is warranted to make them more user friendly in terms of organization, <br /> readability and graphic presentation. The project would also incorporate the City's <br /> Housing Site Development Standards and Design Guidelines (Housing DGLs), and the <br /> Transit Oriented Development Standards and Design Guidelines (TOD DGLs), and the <br /> new Hacienda Landscape Design Guidelines that have been developed to help conserve <br /> water. The contract amount is $49,040 consisting of $44,040 for the scope of services <br /> described in Exhibit A of the Agreement and a $5,000 contingency for unforeseen <br /> services not specifically included in the scope. Expenditure of this contingency will <br /> require written authorization in advance from the City. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute a Professional Services Agreement with <br /> VMWP in the amount of $49,040 to update the Hacienda Regulations and Design <br /> Guidelines. <br /> 2. Authorize the appropriation of $49,040, increasing both the Miscellaneous <br /> Reimbursable Revenue budget and the Reimbursable Expenditures budget to <br /> reflect the expected receipt of funds from Hacienda Business Park Owners <br /> Association, as well as the expenditure of these funds for the services to be <br /> provided by VMWP. <br /> FINANCIAL STATEMENT <br /> All consultant costs for this project would be paid by the Hacienda Business Park Owners <br /> Association using the City's reimbursable revenue and expenditures accounts. Planning <br /> review and administration would be conducted by staff as part of the Advanced Planning <br /> budget. <br />
