Initial Study and Negative Declaration <br /> DISCUSSION <br /> a. The project site is an existing gas station surrounded by urban development <br /> and two public streets. There are no existing rivers, streams, lakes, or other <br /> water bodies on the subject property and there are no rare, endangered, or <br /> threatened species of flora or fauna known to inhabit the subject property. In <br /> addition, there are no known historical, archaeological, or paleontological <br /> sites or structures on the project site. Thus, this would be a less-than-significant- <br /> impact. <br /> b. Constructing the project would incrementally increase impacts related to <br /> certain environmental factors, but the increases would not be cumulatively <br /> considerable. The project design includes a noise barrier imposed as a <br /> condition of approval to reduce the noise level from the carwash facility, <br /> including the potential contribution to cumulative noise levels. Therefore, this <br /> would be a less-than-significant-impact. <br /> c. The project would not include any activities or uses causing substantial <br /> adverse effects on human beings either directly or indirectly or on the <br /> environment. The project has been designed to meet the general <br /> development standards required by the City of Pleasanton and would <br /> incorporate conditions of approval to meet local codes and regulations. The <br /> project design and conditions of approval would reduce potential impacts to <br /> a no impact. <br /> 46 <br />
