The proposed project involves development of a convenience store and a <br /> drive-through carwash in conjunction with an existing gas station. The <br /> proposed development would not accelerate the substantial deterioration of <br /> existing park or recreation facilities near the project site nor require the <br /> construction or expansion of recreational facilities. The proposed project does <br /> not include recreational facilities. Therefore, these would be no impacts. <br /> 5.16. TRANSPORTATION AND TRAFFIC <br /> ENVIRONMENTAL SETTING <br /> The project site is located at the southeast corner of Santa Rita Road and W. Las <br /> Positas Boulevard. Vehicular access to the site is from the two existing driveways <br /> on Santa Rita Road and one existing driveway on W. Las Positas Boulevard. No <br /> changes to the existing vehicular ingress and egress would occur as part of the <br /> project. The existing Wheels bus stop is located approximately 1 ,200 feet to the <br /> south on the same side of the street as the project site. Existing sidewalks along <br /> Santa Rita Road and W. Las Positas Boulevard provide pedestrian access to the <br /> project site. <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if <br /> the proposed project would: <br /> o Result in reducing the Level of Service (LOS) at a major intersection to LOS E <br /> or F, except in the Downtown and gateway intersections*. <br /> 40 <br />
