Initial Study and Negative Declaration <br /> DISCUSSION <br /> a) The proposed project would result in the development of a convenience store <br /> with a drive-through carwash. The project would be compliant with the Fire <br /> Code and would not substantially increase demand for fire protection <br /> services. In ascertaining whether the proposed project would increase <br /> demand for police services, the Police Department provided crime statistics <br /> from 2010 to July 31 , 2014 for two 24-hour operation convenience stores <br /> located at 3760 Hopyard Road and 4307 Valley Avenue9. The Police <br /> Department also provided crime statistics for the two shopping centers located <br /> to the immediate south and east of the project site for 2010 to July 31, <br /> 2014. The Police Department has reviewed the data and indicated that <br /> numbers generally reflect the location of the shopping centers at the <br /> intersection of two major streets and businesses located along major streets. <br /> The exception would be the six robberies that have occurred since 2010 at the <br /> shopping centers and one at the business located at 4307 Valley Avenue. <br /> Based on the data, the Police Department did not find significant changes or <br /> increases in police activity in that area over time. In addition, the Police <br /> Department has reviewed the proposed development and does not believe <br /> the proposed use would generate a substantial increase in demand for police <br /> services. The small, incremental increase in demand for police services <br /> associated with project would not require the construction of new Police <br /> Department facilities. Residential development is not a part of the project; thus <br /> the project would not generate additional demand for public services related <br /> to schools or parks. Therefore, these would be categorized as no impacts or <br /> less-than-significant impacts. <br /> 5.15. RECREATION <br /> ENVIRONMENTAL SETTING <br /> The project site currently does not contain any neighborhood, community, or <br /> regional parks. The project site contains gasoline dispensers, an automobile <br /> service building, parking areas, and landscaping. <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if <br /> the proposed project would: <br /> • Result in the failure to meet City standards for the provision of parkland. <br /> 39 <br />
