Initial Study and Negative Declaration <br /> Less Than <br /> Significant <br /> Potentially Impact With Less Than <br /> Significant Mitigation Significant No <br /> Issues Impact Incorporated Impact Impact <br /> Aesthetics <br /> Would the project: <br /> a) Have a substantial adverse effect on a scenic X <br /> vista? <br /> b) Substantially damage scenic resources, including, j X <br /> but not limited to, trees, rock outcroppings, and <br /> historic buildings within a state scenic highway? <br /> c) Substantially degrade the existing visual X <br /> character or quality of the site and its <br /> surroundings? <br /> d) Create a new source of substantial light or glare, J X <br /> which would adversely affect day or nighttime <br /> views in the area? <br /> DISCUSSION <br /> a. The project site is not located within a scenic vista. Therefore, this would be no <br /> impact. <br /> b. No rock outcroppings or historic buildings exist on the site. Two existing <br /> redwood trees would be removed due to the construction of a fence to serve <br /> as a noise barrier. The applicant would be required to mitigate the loss of <br /> existing trees by planting new trees elsewhere or by making a payment to the <br /> City's Urban Forestry Fund. This would be a less-than-significant impact. <br /> c. The design of the proposed convenience store includes detailing and <br /> articulation, that would create architectural interest and reduce the perception <br /> of mass. The height of the convenience store would be comparable to the <br /> existing service station canopy located on the same site, and buildings in the <br /> adjacent shopping centers. New landscaping and a trellis would be installed to <br /> enhance the visual quality of the site surroundings. Therefore, this would be a <br /> less-than-significant impact. <br /> d. Conditions for the project will require that all exterior lighting be directed <br /> downwards and/or contain shields to minimize light pollution and glare. <br /> Therefore, this would be a less-than-significant impact. <br /> 13 <br />
