Approval of this <br /> application will help facilitate the proposed construction of approximately 185 new affordable <br /> homes for seniors,more than doubling the affordable homes currently available at the site. <br /> In 2004,the City Council formed the Kottinger Place Redevelopment Task Force(Task Force)to <br /> assist the Housing Authority with studying the potential for redevelopment of the site to <br /> accommodate additional affordable homes for seniors that would better meet the needs of the <br /> existing residents and the City's growing demand for affordable senior housing. The Task Force <br /> is made up of representatives from key stakeholder groups, including a Kottinger Place resident, <br /> Kottinger Place neighbors,and representatives from the City's Housing Commission, Parks and <br /> Recreation Commission,and City Council,and has played an important role in creating a <br /> comprehensive and inclusive planning process. Since 2004,the Task Force has continued to <br /> work collaboratively with the Housing Authority,and has determined that the existing Kottinger <br /> Place units are obsolete,making them no longer suitable for housing and making new <br /> construction a more cost-effective option than rehabilitation. <br /> In addition to the outreach conducted through the Task Force process, I have been informed of <br /> the Housing Authority's extensive outreach to the Kottinger Place residents. 1 am proud of its <br /> efforts to ensure the residents understand the proposed Demolition and Disposition action and <br /> redevelopment plan. Housing Authority staff have met with the Kottinger Place residents <br /> individually and in four group meetings since April,2012,and have thoughtfully incorporated <br /> resident feedback in the planning process. <br /> MAYOR AND CITY COUNCIL P.
