damage and debris attributable to the haul tracks can be identified and <br /> corrected by the project developers. <br /> g. A process for responding to, and tracking complaints pertaining to <br /> construction activity, including identification of an on-site complaint manager. <br /> 95. In accordance with measure CR-1, prior to the issuance of a grading permit or <br /> building permit for the project, the project developer shall retain the services of a <br /> qualified archaeological consultant having expertise in California prehistoric <br /> archaeology. The archaeological consultant shall determine if planned <br /> development could potentially impact important archaeological resources and <br /> shall then design an appropriate archaeological monitoring program. Upon <br /> completing the archaeological monitoring program, the archaeological consultant <br /> shall submit a written report of findings first and directly to the Director of <br /> Community Development. At a minimum, the archaeological monitoring program <br /> shall include the following: <br /> a. An archaeological monitor shall be on site during native soils disturbing <br /> activities. <br /> b. The archaeological consultant shall advise all project contractors to be on <br /> the alert for evidence of expected resources, of how to identify the evidence <br /> of the expected resources, and of the appropriate protocol in the event of <br /> discovering an archaeological resource. <br /> c. The archaeological monitor shall be present on the Staples Ranch <br /> site until the Director of Community Development, in consultation with the <br /> archaeological consultant, determines that project construction activities <br /> could have no effects on significant archaeological resources. <br /> d. The archaeological monitor shall record and be authorized to collect soil <br /> samples and artifactual/ecofactual material as warranted for analysis. <br /> e. If an intact archaeological deposit were to be encountered, <br /> all soils disturbing activities in the vicinity of the deposit shall cease. The City <br /> shall empower the archaeological monitor to temporally redirect <br /> demolition/excavation/construction crews and heavy equipment until the <br /> resource is evaluated. The archaeological consultant shall immediately notify <br /> the Director of the Community Development of the encountered resources. <br /> f. Should archaeological resources be encountered during construction, <br /> the project developer shall consult with City and tribal representatives <br /> to determine the appropriate disposition of findings. Mitigation measures <br /> shall include one of the three alternatives below: <br /> i. In-Situ Preservation: The project developer shall preserve <br /> artifacts and resources as found and shall apply suitable open <br /> space, capping, or monumentation to the site. The project <br /> developer shall alter development plans to accommodate this <br /> alternative, as necessary. <br /> ii. Excavation/Recovery: The archaeological consultant shall <br /> excavate the site, evaluate the site for historical references, <br /> recover artifacts as appropriate, and cover the site to preserve <br /> remaining artifacts.
