The site is also subject to the Funding and <br />Improvement Agreement (Staples Ranch Neighborhood Park/Detention Basin) including a <br />proportional contribution to the purchase and ongoing maintenance of the detention basin. <br />PLANNING COMMISSION ACTION <br />At the July 23, 2014 Planning Commission Work Session, there was discussion regarding <br />an additional vehicular entry only driveway from southbound El Charro Road to Lot 3. <br />While no longer part of the project scope, this access is still shown on the project plans and <br />in Figure 4. A condition requires that this access be removed on plans submitted for <br />permits for the subject project, however, should this access be proposed as part of a <br />development application for Lots 2 or 3, staff will review the access consistent with the Pre - <br />Development and Cooperation Agreement with the City of Livermore, the ACSPA, and <br />Vulcan Materials Company. <br />The Planning Commission held a public hearing on August 27, 2014, to review the <br />proposed project. Detailed information on this meeting is provided in Attachment 3, draft <br />excerpts of the Planning Commission minutes. No members of the public spoke at the <br />Planning Commission hearing. The Commission recommended approval of the <br />applications by a 5 -0 vote subject to staff's recommended conditions. <br />DISCUSSION <br />The attached Planning Commission staff report (Attachment 4) presents a more thorough <br />discussion of the project, including: General Plan conformity, zoning and uses, site plan, <br />floor - area - ratio, parking and circulation, operation, noise, grading and drainage, building <br />design, signage, lighting, conformance with green building and Climate Action Plan <br />requirements, and landscaping. <br />PUD FINDINGS <br />Please refer to pages 16 -19 of the attached Planning Commission staff report for a <br />discussion of the considerations needed to approve the proposed PUD development plan. <br />PUBLIC NOTICE <br />Notice of the proposed project and related City Council public hearing was sent to all <br />property owners in Pleasanton that are within 1,000 feet of the Auto Mall site (the noticing <br />area is depicted on the noticing maps attached to this report as Attachment 4, Exhibit D), <br />and was also published in the local newspaper. Staff has not received any comments as of <br />the publication of this report, and will forward to the City Council any public comments <br />received after publication of this report. <br />ENVIRONMENTAL ASSESSMENT <br />On August 24, 2010, the City Council certified a SEIR and adopted the CEQA Findings and <br />a Statement of Overriding Considerations for the Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch. This SEIR was a supplement to the EIR prepared for the <br />Stoneridge Drive Specific Plan Amendment/Staples Ranch Project, which was certified on <br />February 24, 2009. <br />Page 7 of 8 <br />
