BACKGROUND <br />The cities of Dublin, Livermore and Pleasanton, as well as the special districts of the <br />Dublin San Ramon Services District (DSRSD) and the Alameda Flood Control and <br />Water Conservation District Zone 7 (Zone 7), each provide a range of public services <br />over different, but sometimes overlapping, geographic areas within the Tri- Valley. Each <br />of these public agencies recognizes that there is some duplication of services, as well <br />as sometimes similar equipment, materials and personnel utilized by each agency. <br />DISCUSSION <br />The proposed Tri - Valley Intergovernmental Reciprocal Services Master Agreement <br />(attached) would allow the parties to capitalize on opportunities for cost savings through <br />sharing equipment, personnel, and other resources. The proposed agreement creates <br />a framework for cooperation by providing a process where parties would negotiate with <br />each other on a task -by -task basis for services, materials and equipment for which one <br />agency can assist another agency. For example, if one party was facing multiple water <br />main failures, that party could negotiate services with another party to provide services <br />such as utilizing and operating pipe filming cameras to identify specific pipe damage, to <br />loan equipment needed to make repairs on a more timely and cost effective basis or to <br />provide staffing services. <br />The agreement does not create a separate legal entity (e.g. there is no joint powers <br />agreement / JPA formed by this agreement) but is rather a means of cooperation <br />Overall, staff views the sharing of resources as a positive trend to assure that <br />infrastructure and needs are met in a cost effective and timely manner.
