The determination of value or valuation under any <br /> of the provisions of this Code shall be made by <br /> the Building Official. The valuation to be used in <br /> computing the permit and plan-check fees shall be <br /> the total value of all construction work for which <br /> the permit is issued, as well as all finish work, <br /> painting, roofing, plumbing, heating, air condition- <br /> ing, elevators, fire-extinguishing systems and any <br /> other permanent work or permanent equipment. <br /> <br /> Where work for which a permit is required by this <br /> Code is started or proceeded without obtaining said <br /> permit, the fees specified shall be doubled, but the <br /> payment of such double fee shall not relieve any <br /> persons from fully complying with the requirements <br /> of this Code in the execution of the work nor from <br /> any other penalties prescribed within. <br /> <br /> 3. Section 303(b) is amended to read as follows: <br /> Section 303(b) Plan Checking Fees. A Plan Checking <br /> Fee shall be paid, when appropriate, in an amount <br /> established in a Resolution Establishing Fees and <br /> Charges for Various Municipal Services. Where plans <br /> are incomplete or changed so as to require additional <br /> plan checking, an additional plan check-fee shall be <br /> charged at a rate established by the Building -- <br /> Official. <br /> <br /> 4. Subsection A of Section 3802(b)6 is hereby amended <br /> to read: <br /> A. 'in all Group B and R-1 occupancies where the <br /> floor area exceeds 12,000 square feet on any <br /> floor or 24,000 square feet on all floors. Sub- <br /> sections (a) and (d) of Section 505, relating <br /> to area increases and area separation walls, and <br /> subsection (a) of Section 506, relating to open <br /> area separation, shall not be used in lieu of <br /> above sprinkler requirements.' <br /> <br /> 5. Section 4401 is amended by adding language as follows: <br /> Any use of public property as outlined in this chapter <br /> requires the builder to obtain an encroachment permit <br /> prior to such use and is subject to the approval of <br /> the Director of Public Works. The conditions of said <br /> permit may delete, add or modify any conditions in <br /> this chapter. <br /> <br />III <br /> <br /> <br />
