• There is a community obligation to provide housing which shouldn't be considered a <br />negative issue <br />o Personalize the issue of housing supply for our residents and families <br />• The City should zone property to allow for housing with a clear path to approval, then <br />market demand will move the private sector to propose projects; the City may need to <br />be involved with non - profit organizations that have an interest in proposing projects <br />• The Housing Element should acknowledge the Economic Development Strategic Plan <br />precepts <br />• From the EVC's perspective, the labor supply is an economic issue as Pleasanton is a <br />net importer of labor /jobs and not having sufficient supply creates an economic <br />disadvantage; the Background Report for the ED Strategic Plan notes that the City has <br />more jobs than residents, resulting in a substantial amount of in- commuting and <br />associated traffic. <br />o Consider outreach to employers to generate awareness of the issue <br />• If fees for affordable housing development were to be waived, how would those fees be <br />recovered by the City toward its goal of achieving full cost recovery? <br />• What is workforce housing? No specific definition and /or design but in general it's based <br />on pricing relative to the area market <br />• The imbalance of the type and quantity of housing (to employment) might be the single <br />greatest long -term threat to economic development as "commerce follows labor" <br />• The specific relationship of the Housing Element and the Economic Development <br />Strategic Plan should be memorialized at the program level <br />o meetings between the Economic Vitality Committee and the Housing <br />Commission to discuss trends and issues <br />o labor analysis — community-wide as well as by industry sector — to look at needs <br />and types and quantity of housing <br />o present the Housing Element data in a way that more effectively relates to <br />community concerns about the lack of affordable housing, high volumes of in- <br />commuters, the ability of residents to remain in the community, and related <br />issues. <br />Motion was made and seconded to recommend additional language be added to Goal 14: <br />Provide adequate housing for all types and in sufficient quantities to meet Pleasanton's <br />housing needs of the Housing Element — similar to the inclusion of language to address the <br />development of housing for the community's special needs population — to acknowledge the <br />relationship between the Housing Element and the Economic Development Strategic Plan <br />toward workforce housing and to conduct ongoing assessment of the city's housing stock to <br />inform the City of needed workforce housing (including stock, type and quantity of housing). <br />Planning and Economic Development staff to finalize specific wording to be presented to City <br />Council. Vote on the motion passed with 8 in favor, 0 opposed, and 1 abstention by Janice <br />Phalen. <br />MEETING ADJOURNED <br />The meeting was adjourned at 9:15 am. <br />
