3.0 ENVIRONMENTAL ANALYSIS <br />3.3 PROPOSED HOUSING ELEMENT IMPACTS <br />The Housing Element is consistent with the land uses envisioned in the General Plan and would <br />not remove or modify any policies that currently protect environmental resources. Additionally, <br />the Housing Element does not propose any policies or programs that would be inconsistent with <br />General Plan policies designed to protect environmental resources. <br />The proposed Housing Element is a policy -level document. While the Housing Element <br />encourages the provision of a range of housing types and affordability levels, it does not include <br />any specific designs or proposals, nor does it grant any entitlements for development that would <br />degrade the existing visual character of the city. The Housing Element anticipates and uses that <br />are consistent with the land use designations established by the General Plan Land Use Element. <br />No policies or programs are included in the 2015 -2023 Housing Element that would result in a <br />change to the existing General Plan land use designations or upzoning to a greater density or <br />result in growth greater that what was analyzed in the General Plan Amendment and Rezonings <br />Supplemental EIR. The City would require that all future residential development projects be <br />compliant with General Plan policies. <br />SUMMARY <br />The proposed Housing Element would result in land uses and development consistent with that <br />assumed and analyzed in the original General Plan Amendment and Rezonings Supplemental <br />EIR. The General Plan Amendment and Rezonings Supplemental EIR determined that <br />implementation of the General Plan amendments and rezones would result in significant and <br />unavoidable impacts to cultural resources (potential to adversely change the significance of <br />historical resources) and transportation and traffic (potentially add traffic to the regional <br />roadway network to the point at which it would operate unacceptably under Cumulative plus <br />Project conditions). Since the policies in the Housing Element are consistent with the existing <br />General Plan policies, no new areas are proposed for urban development, and no changes are <br />proposed to the existing permitting and approval process, adoption of the 2015 -2023 Housing <br />Element would not result in greater impacts in either of these impact areas or in any other <br />impact area analyzed in the Supplemental EIR. <br />Housing Element <br />Addendum to the General Plan Amendment and Rezonings Supplemental EIR <br />3.0 -12 <br />City of Pleasanton <br />August 2014 <br />
