3.0 ENVIRONMENTAL ANALYSIS <br />are no mitigation measures or alternatives previously found infeasible that would now be <br />feasible and would substantially reduce one or more significant effects of the General Plan, or <br />mitigation measures or alternatives that are considerably different from those analyzed in the <br />General Plan Amendment and Rezonings Supplemental EIR which would substantially reduce <br />one or more significant effects on the environment (conditions "C" and "D" in CEQA Guidelines <br />Section 15162[a][3]]. The Housing Element only encourages the provision of a range of housing <br />types and affordability levels. The Housing Element does not include any specific development <br />designs or proposals, nor does it grant any entitlements for development that would adversely <br />affect the environment.
