City of Pleasanton <br /> Phase 1A Recycled Water Distribution System Design Final Draft <br /> TASK 2: OPERATIONS PLAN <br /> Consultant shall prepare an operations plan documenting the range of operating conditions that will occur <br /> over time. The operations plan will focus on the initial Phase 1 configurations and the evolution of <br /> operations that will occur through Phase 1B implementation(i.e. initial closed system with small demand <br /> and a single supply to full Phase I system with elevated storage and two supply points, to Phase 1B <br /> implementation with expanded demand conditions and system configuration). The plan shall include <br /> guidance tables that outline different flow rates and demand conditions and the operational approach and <br /> strategies that should be considered. <br /> Subtask 2.1: Coordinated Recycled Water Operations Meetings <br /> Consultant and City shall meet with DSRSD and Livermore operations staff to review initial model <br /> results based on discussions from initial meetings with the two suppliers under Task 1. This operations <br /> meeting will focus on the following: <br /> • Identify how and when recycled water will be delivered to the Pleasanton system <br /> o Max Day and Peak Hour <br /> o Max Month <br /> o Lower Demand Periods <br /> • Discuss daily information DSRSD/Livermore need to schedule deliveries <br /> • Discuss SCADA data DSRSD/Livermore would find desirable regarding the Pleasanton <br /> distribution system <br /> • Discuss options for data transfer to the DSRSD/Livermore SCADA systems <br /> • Understand how DSRSD/Livermore staff makes daily estimates of next day demands to develop <br /> delivery requests <br /> • Understand the seasonal water age experience and the annual flushing program and strategy <br /> Subtask 2.2: Prepare Draft Operations Plan <br /> Consultant shall prepare a draft Operations Plan to document the basic control strategy that will be <br /> implemented for the Pleasanton system and the control system elements needed to interface with DSRSD <br /> and Livermore. Consultant shall also develop operations descriptions and framework for the various <br /> operating scenarios modeled and/or discussed with DSRSD and the City of Livermore. The operations <br /> plan is intended to be an evolving document that provides initial guidelines for operating the system <br /> consistent with the supply delivered from DSRSD and Livermore. The document will be used by City <br /> operations staff to fine tune operations as determined through the initial operations of the system. <br /> The plan will also provide guidance on minimizing residence time in the system and a procedure for <br /> periodic flushing of the system to minimize water quality problems, including potential growth from <br /> nitrification which is currently experienced in the DSRSD/DERWA system. <br /> The draft operations plan is envisioned to be reviewed by the City of Pleasanton, DSRSD, and Livermore <br /> and shall be used to facilitate discussion and collaboration on the best approach for operational <br /> coordination. <br /> Subtask 2.3: Prepare Final Operations Plan <br /> Consultant shall prepare the final operations plan that will address comments by the stakeholders and the <br /> City. Consultant will conduct a review workshop to collect comments on the draft Operations Plan and <br /> resolve issues. Consultant shall maintain a log of comments with actions/responses to comments. <br /> Task 2 Assumptions—Operation Plan <br /> • City and Consultant shall prepare for and participate in up to one meeting with each supplier to <br /> review model results and refine operational approach. <br /> Scope of Work Revs Page 3 of 17 <br /> August 20,2014 <br />
