CITY COUNCIL AGENDA REPORT <br /> August 19, 2014 <br /> Community Development <br /> Engineering Division <br /> TITLE: APPROVE QUITCLAIM OF THE EXISTING EASEMENTS (EVAE , MAE, <br /> AND WLE) WITHIN LOT 1 OF TRACT 8020, STAPLES RANCH (CARMAX <br /> AUTO SUPERSTORES) <br /> SUMMARY <br /> CarMax Auto Superstores submitted a Planned Unit Development (PUD) application <br /> which was reviewed and approved by the Planning Commission and City Council. Now <br /> CarMax has submitted an application for a minor subdivision to subdivide Parcel 1 of <br /> Tract 8020, Staples Ranch, into two parcels. They also request acceptance of a <br /> relocated Emergency Vehicle Access Easement (EVAE), Water Line Easement (WLE), <br /> and Sanitary Sewer Easement (SSE), and to quitclaim EVAE, MAE (Maintenance <br /> Access Easement) and WLE easements created within Parcel 1 of Tract 8020 (shown <br /> in the Attachments). The Quitclaim Deeds will be processed after the public utilities are <br /> relocated and the revised easements are accepted on the Parcel Map. <br /> PLANNING COMMISSION RECOMMENDATION <br /> On April 9, 2014, the Planning Commission approved an application by CarMax for a <br /> PUD to construct CarMax Auto Superstore north of Stoneridge Drive and west of El <br /> Charro, on the west side of Lot 1 of Tract 8020, Staples Ranch. <br /> RECOMMENDATION <br /> Staff recommends that the City Council take the following action at the meeting of <br /> August 19, 2014: <br /> 1. Approve quitclaim of above mentioned easements within Lot 1 of Tract 8020, <br /> Staples Ranch, as shown in Attachments and described in this report. <br /> 2. Authorize the City Engineer to execute necessary Quitclaim Deeds for quitclaiming <br /> EVAE, WLE, and MAE after acceptance of the relocation of existing public utilities <br /> and after replacement easements have been accepted and recorded in the Alameda <br /> County Recorder's office. <br /> FINANCIAL STATEMENT <br /> There are no financial impacts as a result of exchanging easements with the current <br /> property owners. <br />
