BACKGROUND <br /> This project consists of installing a five foot wide sidewalk along the south shoulder of <br /> Bemal Avenue from Foothill Road to West Lagoon Road. Work will include widening <br /> the shoulder; installing asphalt berm, paving, metal guard rail, 170 LF of hand rail and <br /> approximately 3,500 SF of sidewalk; and making utility adjustments as shown on project <br /> plans. <br /> DISCUSSION <br /> Budget <br /> Alameda County Transportation Commission (Alameda CTC) has begun implementing <br /> the Time of Use policy for Measure B funding. Staff identified two Bicycle and <br /> Pedestrian projects (Hopyard and Golden Intersection Improvements, as well as Bernal <br /> Avenue Sidewalks— Foothill to West Lagoon)that are priorities to address safety <br /> concerns that could be designed and under construction in the time frame to meet the <br /> Time of Use Policy for some older Measure B funding. Design began under CIP <br /> No. 135043 to utilize the Measure B funds in conformance with the Alameda CTC <br /> requirements. Staff recommends that the contingency amount for this project be set at <br /> 10% of the construction contract. <br /> Bids <br /> The engineer's estimate for the project was calculated at $95,000. Sealed bids were <br /> opened on July 24, 2014. Five bids were received that ranged from $136,060 to <br /> $210,830 (see Attachment 1). The low bid was received from Rosas Brothers <br /> Construction of Oakland, California.
