DISCUSSION The City typically requires that properties be annexed to the City in order to receive City utility services. The subject parcel is not contiguous to the City boundary. However, sometime in the future, this parcel, along with surrounding parcels, could be part of a larger annexation. The proposed project is to expand the existing residence on the existing, approximately 1.08-acre site. Staff has reviewed the preliminary design of the proposed expansion and found it meets the land use standards and development standards of the HVSP. To ensure the project's final design conform to the HVSP, the proposed preannexation agreement would include language requiring the property owners to submit development plans to the City for review and approval. The proposed preannexation agreement would also include language requiring the property owners to not apply for or obtain a building permit from the County of Alameda unless and until City has approved the design of the plans for any proposed development on the Property. A copy of the draft preannexation agreement is attached. At this time, staff recommends that the City Council authorize the sewer and water connections and approve a preannexation agreement with an agreement to annex at some future date as part of a larger annexation area. The extension of City sanitary sewer and water services shall be subject to LAFCo's approval.
