DISCUSSION <br /> The City typically requires that properties be annexed to the City in order to receive City <br /> utility services. The subject parcel is not contiguous to the City boundary. However, <br /> sometime in the future, this parcel, along with surrounding parcels, could be part of a <br /> larger annexation. <br /> The proposed project is to expand the existing residence on the existing, approximately <br /> 1.08-acre site. Staff has reviewed the preliminary design of the proposed expansion and <br /> found it meets the land use standards and development standards of the HVSP. To <br /> ensure the project's final design conform to the HVSP, the proposed preannexation <br /> agreement would include language requiring the property owners to submit development <br /> plans to the City for review and approval. The proposed preannexation agreement <br /> would also include language requiring the property owners to not apply for or obtain a <br /> building permit from the County of Alameda unless and until City has approved the <br /> design of the plans for any proposed development on the Property. A copy of the draft <br /> preannexation agreement is attached. <br /> At this time, staff recommends that the City Council authorize the sewer and water <br /> connections and approve a preannexation agreement with an agreement to annex at <br /> some future date as part of a larger annexation area.
