Councilmember Brown asked his opinion on other names aside from "Rotary Park." <br /> Vice-Mayor Pentin offered the suggestion of"Rotary Park at Main Street Green." <br /> Mr. Silva said he would prefer that it be simply "Rotary Park." <br /> Bob Shapiro echoed Mr. Hirst's appreciation for staff's work and Mr. Silva's request for "Rotary Park." <br /> He reiterated Rotary's prior investment in the park and said he wholeheartedly supported the idea of <br /> matching plaza marking the entrance to the downtown. <br /> Herb Ritter, Planning Commission and Rotary Club of Pleasanton North, shared his support for all that <br /> the planning committee and staff have accomplished. He agreed with Mr. Silva and Mr. Shapiro that <br /> "Rotary Park" is the preferred name. <br /> Larry Annis, Rotary Club of Pleasanton, reminded the Council that Rotary's involvement in Pleasanton <br /> parks extends as far back as the construction of the sports park. He detailed Rotary's efforts since that <br /> time and emphasized that the organization would appreciate the recognition that comes with the name <br /> "Rotary Park." He noted having read one comment expressing concern over a service club being the <br /> namesake and reminded the Council of Lion's Wayside Park. He also said he would appreciate <br /> completion of the project by April 1, 2014. <br /> Frank Hanna concurred with other comments on the proposed name. He commended all those who <br /> have contributed to the project and said he felt this park to be superior in location and planning to most <br /> other Rotary parks throughout the nation. <br /> Mayor Thorne closed public comment. <br /> Vice-Mayor Pentin reported being a 30 year member of Rotary himself. He said that all service clubs in <br /> Pleasanton, particularly Rotary, have been exemplary and this is a wonderful way to recognize that <br /> contribution. He moved approval of the schematic plan and renaming of Main Street Green to "Rotary <br /> Park." <br /> Councilmember Narum said she envisioned this as half of a gateway to the downtown and hoped the <br /> other half could become a priority in the near future. She felt it appropriate that Rotary Park be located <br /> in what is the heart of the city and said that after hearing the public comments, she could support the <br /> name "Rotary Park." She offered a second to the motion. <br /> Councilmember Brown thanked both the local and larger Rotary organizations. She noted that while the <br /> project will have a low impact on water once established, the initial installation of plantings could be <br /> somewhat of a strain. She requested an amendment to the motion that would require phasing of the <br /> project, with completion of the clock tower and plaza first and the remainder to occur once the water <br /> situation has improved. <br /> Mr. Fialho advised that it is good public policy not to embark on a project with a lot of intense <br /> landscaping during a drought period. Delaying that portion of the project would provide the ability to <br /> pool all resources towards construction of the plaza so that it can be available by April 2015. He also <br /> noted that some drainage issues have been identified on Vervais, which may ultimately add some costs <br /> to the project. Staffs recommendation would therefore be to defer any improvements extending beyond <br /> the Bunya-Bunya tree until Fiscal Year 2015/16, at which point staff may also return with a proposal for <br /> a matching plaza across Main Street.
