14. Public Hearing: P14-0011 and PUD-101, MidPen Housing — Consider introduction of ordinances <br /> approving a General Plan Amendment and Planned Unit Development (PUD) Rezoning and <br /> Development Plan approval to demolish the 90 existing senior apartments at Pleasanton Gardens <br /> and Kottinger Place and to construct a 185-unit senior apartment project (Kottinger Gardens) on <br /> an approximately 6.43-acre site located at 240 and 251 Kottinger Drive, 4138 Vineyard Avenue, <br /> and 4133 Regalia Court; and the Mitigated Negative Declaration prepared for the project <br /> Planning Manager Stem introduced the item and turned the presentation over to the Assistant City <br /> Manager. <br /> Mr. Bocian provided background information on the Kottinger Task Force, a 14 member task force <br /> formed in 2004 on which Councilmember Cook-Kallio sits as Council liaison. In 2012, the City Council <br /> contracted with MidPen Housing to prepare a predevelopment analysis based on options that ranged <br /> from rehabilitation of the existing units to construction of a new development. In October 2012 the <br /> Council selected option 2 and directed MidPen to prepare a preliminary site plan and begin work on the <br /> PUD. At that time the Council approved a Memorandum of Understanding with Pleasanton Gardens, <br /> appropriated $10 million for a loan to financially support the project, and approved the DDA and Loan <br /> Agreement in the amount of$2.8 million. <br /> Earlier this year, both the Housing and Planning Commissions approved the PUD Rezoning and <br /> Development Plan being presented to the Council this evening. Throughout this process MidPen <br /> worked extensively with neighbors and the residents of both developments to ensure their needs and <br /> interests were reflected in the project. <br /> Mr. Bocian presented a slide outlining the preliminary rent scale, acknowledging the overriding concern <br /> over what will happen to the rents of those currently residing at either development. He explained that <br /> the rents of all Kottinger Place residents and the 31 residents of Pleasanton Gardens who are currently <br /> under the Section 8 program will be determined using the same formulas used now. Existing tenants <br /> will also be allowed to select either a multi-story or cottage unit once those are constructed. He also <br /> explained that the new rent formulas shown will not actually be determined until the project financing is <br /> in place, but said the ranges are indicative of what will be seen. <br /> He noted the contributions of Pleasanton Gardens, who through the executed MOU has agreed to <br /> donate its property and financial resources to support the project. Moving forward it is expected that the <br /> city will enter into a ground lease for both sites with MidPen, who will own the improvements and <br /> operate the site under the terms of the lease. <br /> Ms. Stern reviewed the elements of the application, which include a General Plan amendment to <br /> change the designation of 4133 Regalia Court from Parks and Recreation to High Density Residential, <br /> a rezoning of all four parcels to PUD, demolishing the ninety existing senior apartments at both <br /> Pleasanton Gardens and Kottinger Plan, and construction of a new 185-unit senior apartment <br /> development and related site improvements over four parcels totaling 6.4 acres. The Council is also <br /> being asked to approve the Mitigated Negative Declaration indicating that the project will result in no <br /> significant impacts once all conditions and mitigations are applied. <br /> She reviewed the proposed site plan from several views. She described the larger elements of the <br /> project, which include the construction of 131 new homes largely contained in a one, two and three- <br /> story building surrounded by single-story cottages. The greater setting includes a number of landscape <br /> areas with pathways and community gardens, shared laundry facilities, common areas and meeting <br /> rooms. Site access will be gained driveway in the same position as current on Kottinger Drive that <br /> connects through to a driveway onto Vineyard Avenue, and a second existing driveway off Kottinger <br /> Drive to serve the southern portion of the project. The project also calls for a new raised walkway, with <br /> pedestrian safety elements that include bulbouts and a flashing crosswalk light, between the two sites. <br /> City Council Minutes Page 8 of 17 May 20, 2014 <br />
