Mr. Fialho explained that all projects, whether they are residential or commercial, contribute to the fund. <br /> In the case of commercial, office and industrial use, there is an acknowledgement that jobs generate <br /> the need for housing and in some cases the need to accommodate for lower income wage earners. <br /> Councilmember Narum asked the Traffic Engineer to define "approved conditions" relative to "existing," <br /> as described in the Transportation Impact Analysis. <br /> Mr. Tassano said this refers to everything previously seen approved by the Council, but not yet <br /> constructed. The intent of this section is to assess the cumulative impacts of the proposed project and <br /> existing development, in a scenario where other previously approved projects would also be <br /> constructed. <br /> Mayor Thorne opened the public hearing. <br /> Brian Griggs, Workday, acknowledged the work of city staff on many levels and introduced several <br /> stakeholders and members of the development team. He stated that Workday has taken considerable <br /> care and pride in presenting this project, and believes it addresses all impacts to both the immediate <br /> and larger Pleasanton area. He said he is proud of the expected benefits and concurred with staff that <br /> they would far exceed the conservative fiscal analysis. He said his team is actively underway on the <br /> building permit application, which they hope to submit by the end of June, and could not publicly <br /> commit to a start date but said it could be as soon as this fall. <br /> Councilmember Cook-Kallio said the staff report seems to indicate that for every ten parking spaces, <br /> two will have electric vehicle charging stations and that six of the remaining eight will include the <br /> conduit to install charging stations at the discretion of city staff. She requested confirmation from the <br /> applicant and said she was generally impressed with its commitment to carpooling and alternative fuel <br /> vehicles. <br /> Mr. Griggs explained that 2,200 of the 3,200 parking stalls are already in place and it is unlikely <br /> Workday will be ripping up the parking lot to extend conduit to those. It is, however, committed to <br /> providing at least the 10% requirement and will be distributing the charging stations throughout the <br /> project. He said they are also exploring alternatives to provide solar power to the charging stations, <br /> which may require that a number of them be placed in the garage structure. <br /> John Rennels, Principal Property Developer with Bart, said every project he has managed over the past <br /> 22 years has been award winning and this Workday project is no exception. He recognized both staff <br /> and Workday for developing a project of this magnitude that is also creative and respects the needs of <br /> all stakeholders in a way that other communities within the Bart system would love to emulate. He also <br /> recognized Safeway Corporation for providing access for the shared police facility, Simon Corporation <br /> and Stoneridge Mall for their support of the project, and Bart for looking outside of the box in finding <br /> ways to facilitate the partnership. He extended a special acknowledgement to Bart Director John <br /> McPartland who provided his personal support in navigating through Bart's internal approval process. <br /> He encouraged the Council to support what he felt would be a legacy for everyone involved. <br /> Scott Raty said that Workday is comprised of a fantastic group of individuals and corporate citizens. He <br /> appreciated the discussion regarding structure height and noted that southbound 1-680 to eastbound I- <br /> 580 flyover essentially dwarves anything proposed here. He shared his full support for the project. <br /> Mayor Thome closed the public hearing. <br /> Vice-Mayor Pentin concurred with Mr. Raty's comments and said it is a real honor to have Workday in <br /> Pleasanton. He said he was excited to use this campus and its transit oriented designed as a showcase <br /> of how a workforce can expand without necessarily impacting things the way we have in the past.
