Please note that the attached Schematic Park Plan does not include the Parks and <br /> Recreation Commission's recommended changes detailed above and pending City <br /> Council's approval, staff will incorporate these into the final park plan. <br /> Project Schedule <br /> Should the City Council approve the proposed Schematic Park Plan, staff intends to <br /> provide a follow-up report detailing park funding, construction schedule and an <br /> identification of a process to construct the park. As indicated previously, because there <br /> is an interest in having the park plaza area completed by May 2015, staff anticipates the <br /> park may be constructed in phases with the first phase being the plaza area that could <br /> be constructed with a combination of City staff and As-Needed contract services and <br /> the second phase being constructed through a more traditional bid process. However, <br /> the exact details will be developed after City Council action on the Schematic Park Plan. <br /> Request to Rename the Park <br /> On April 14, 2013, the City received a letter from Pleasanton's three Rotary clubs <br /> (Rotary Club of Pleasanton, Rotary Club of Pleasanton North and the Tri-Valley Evening <br /> Rotary Club) requesting that either Main Street Green be renamed "Rotary Park", or the <br /> entrance plaza be named "Rotary Plaza" at Main Street Green (Attachment 4). Upon <br /> receipt of this request, staff reviewed City Resolution 04-019, Revising Policies for <br /> Naming Parks, Recreation Facilities, and Other City-Owned Public Facilities <br /> (Attachment 5), to determine the appropriateness of the request. Section 3: "Criteria <br /> for Establishing Permanent Names for Parks, Recreation Facilities, or City-owned <br /> Public Facilities" of the resolution does allow for community parks to be named "For <br /> persons, events, or entities associated with major historical value or that have exerted <br /> positive influence in the development of Pleasanton and as a result, staff determined <br /> that a renaming would be consistent with the requirements of the resolution. <br /> At its meeting of May 8, 2014, the Parks and Recreation Commission received public <br /> comment and considered the request to rename the park and as an outcome of the <br /> meeting it took action recommending that the Main Street Green Park be renamed <br /> Rotary Park. A copy of the agenda report and minutes from that meeting are included <br /> as Attachment 3. <br /> The Rotary Clubs of Pleasanton have a long history of doing substantial park <br /> improvements throughout the community and they did substantial improvements to <br /> Main Street Green, as well as the Arroyo Del Valle, as part of their Centennial <br /> Celebration of Rotary International. In addition, their many community contributions <br /> have played a role in the history of Pleasanton and as such, the park renaming is a <br /> worthy recognition of its efforts. However, there are a number of other service clubs <br /> and non-profit organizations that may also be deserving of such recognition in the future <br /> and as such, the City Council is being asked to weigh in on this matter. <br /> As part of its review staff advises that the City Council consider the precedent of <br /> changing the names of long standing parks/facilities, and identifying under what <br /> circumstances such a change would be warranted. Finally, the City Council could <br /> consider options other than renaming the entire Park, such as retaining the current park <br /> name but naming the plaza area "Rotary Plaza" at Main Street Green or the clock tower, <br /> Page 4 of 5 <br />
