DISCUSSION
This project was part of the required mitigations identified in the Staples Ranch EIR and
improves the pedestrian and vehicular circulation at the intersection of Santa Rita and
Stoneridge Drive.
Hacienda Business Park and Santa Rita Office Center requested enhancements to the
landscaping at the intersection (landscape restoration was required per the construction
contract). The City agreed to contribute a portion of the restoration amount to have the
private property owners' contractor perform the enhanced landscaping in lieu of the City
contractor performing all restoration work. The work is currently being completed by the
private property owners and invoices will be submitted for reimbursement once the work
is completed. The amount of $4,000 is being held to cover the costs of this
reimbursement.
Change orders issued resulted in an increase of $38,680.74 over the base bid amount
of $1,025,523.40. The majority of the contract change orders were associated with
improvements requested around the bus stops to provide additional access. There
were also some unforeseen conditions discovered during construction.
This project was funded entirely out of various "non-city' sources, including funding from
the Alameda County Surplus Property Authority (ACSPA) paid to the City to offset the
cost of Staples Ranch traffic mitigations, from the City of Livermore paid to offset the
cost of El Charro Road freeway interchange improvements, from Staples Ranch
development fees, and from Traffic Development Fees earmarked for the bus shelter
turnout. A detail of project funding is included in Attachment 1.
Staff intends to use up to $32,000 from the $612,527 fund balance for design services
related to gateway signage anticipated for the north and south sides of Stoneridge Drive
at El Charro Road. The signage will be installed and paid for by the developers of the
associated Staples Ranch retail and auto mall sites. The Stoneridge Drive Specific Plan
Fee Reserve is intended to be utilized for related Specific Plan improvement projects
including improvements to the Staples Ranch Community Park site, Stoneridge Creek
Neighborhood Park, freeway interchange improvements, trails, etc.
Submitted by: Fiscal Review: Approve by:
-6-04.1/ ittfrt (Wye,/
B
Bnan DolN Emily Wagner Nelson Fialho
Director of Director of Finance City Manager
Community Development
Attachments:
1.
