BACKGROUND <br /> On May 21, 2013, the City Council approved PUD-94, an application by Lynn Jensen to <br /> subdivide parcel B of PM 10076 (on an approximately 3.7-acre site) into seven lots for <br /> the construction of seven new homes. The property is located at the north end of Calico <br /> Lane and northeast end of Cindy Way/Lynn Drive. <br /> On June 12, 2013, the Planning Commission approved an application by Lynn Jensen <br /> for Vesting Tentative Map, Tract 8139, to subdivide the property into seven Lots and <br /> two parcels, Parcel A for the creek area and Parcel B for public trail easement and <br /> storm water treatment. <br /> The Engineering staff, Planning staff, and the City Attorney's Office have reviewed the <br /> Final Map, declaration of annexation to annex new homes into the existing <br /> homeowners' association, and other legal documents for Tract 8139. The developer has <br /> prepared the required disclosure deeds and included maintenance of these subdivision <br /> improvements. All submittals are in substantial conformance with the approved <br /> Tentative Map. Development fees have been paid, and the maintenance bond has <br /> been submitted for subdivision improvements. <br /> DISCUSSION <br /> Improvements Constructed <br /> This development extended Lynn Drive and Calico Lane, public streets, to form a loop. <br /> This development also constructed Lynn Court off of Lynn Drive. Lynn Court and the <br /> extensions of Lynn Drive and Calico Lane are dedicated on the Final Map as public <br /> streets. <br /> The sanitary sewer main, storm drain and water main serving this project will be <br /> maintained and operated by the City. The storm water treatment areas and Parcel A, <br /> which is a portion of the Arroyo Del Valle (as shown on Attachment 1), will be the <br /> maintenance responsibility of the homeowners' association. <br /> This development also dedicated Parcel B, (as shown on Attachment 1), as an <br /> easement for public trail purposes and constructed a public trail. This trail connects to <br /> public sidewalk at the east end and an existing trail at the west end. This parcel will be <br /> maintained by the homeowners' association. <br /> Bio Swales <br /> The developer constructed a bio treatment area on Parcel B which has been sized for <br /> treating storm water runoffs resulting from a two-year, 24-hour storm per the City's <br /> current storm water NPDES permit requirement. This area will be maintained by the <br /> homeowners' association. <br /> Lot Line Adiustment and Quitclaim of Emergency Vehicle Access Easement: <br /> An Emergency Vehicle Access Easement was created at the end of Calico Lane with <br /> the development and recordation of the Final Map for Tract 7002, Rose Avenue Estates <br /> as shown on attached Attachment 3. This easement area is no longer needed due to <br /> the loop created with the extensions of Calico Lane and Lynn Drive. The project <br /> Page 2 of 3 <br />
