BACKGROUND The City of Pleasanton requires all development to mitigate traffic impacts generated by their projects. When the City receives a development proposal, the development is checked to see if matches the development size and type identified in the General Plan and the Traffic Impact Fee Report. If the project matches, the developer is not normally required to conduct a traffic impact analysis. If the development significantly changes the size or changes the type of development from what is shown in the General Plan or the Traffic Impact Fee Report, the project developer is required to fund a traffic impact analysis (TIA) to determine the change in impact to the circulation network and possible additional mitigations required. The City of Pleasanton has used on call transportation firms for the past 17 years to conduct traffic modeling and complete TIA reports. The TIA is funded by the developer, but the contract and project management is conducted by the City of Pleasanton. This allows the City to work directly with the transportation consultant to ensure that all of the elements of the TIA are addressed prior to the final report. DISCUSSION The cost of a traffic impact analysis can range between $5,000 and $100,000 depending on the size of the project with most traffic impact analysis reports costing approximately $30,000. Over the past eight years the total contract amounts for On Call Transportation Services work averaged just below $200,000 per year. The majority of this work was in the completion of TIA's, with some City related on call transportation professional services. The On Call Transportation Professional Services contracts allow for improved project delivery time by eliminating the need to advertise and authorize each TIA. The elimination of these steps reduces the final report delivery time by up to two months. This allows developers to complete their development review in a more timely fashion. It is anticipated that a similar or slightly larger number of development projects will be brought to the City of Pleasanton in the next several years. The approval of the On Call consultant contracts allows for greater flexibility in meeting developer timelines and maintains the competitive bidding process for each project (each TIA request for proposal will be sent to the three consultants for cost estimates and timelines). City staff advertised a Request for Proposal for the On Call Transportation Professional Services in April of 2014. Staff received eight proposals from qualified firms. Hexagon, W-Trans and Fehr and Peers provided the best proposals. The firms' references have been contacted and all provided favorable opinions and recommendations. All three of the firms have worked for the City of Pleasanton on projects with excellent track records for services provided. Page 2 of 3
