THE CITY OF PL£ASANTONo CITY COUNCIL AGENDA REPORT July 15, 2014 Community Development Traffic Engineering Division TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS WITH HEXAGON TRANSPORTATION CONSULTANTS, INC., WHITLOCK AND WEINBERGER TRANSPORTATION, INC. (W-TRANS), AND FEHR & PEERS FOR THE NOT-TO-EXCEED AMOUNT OF $500,000 (AGGREGATE) FOR ON CALL PROFESSIONAL SERVICES SUMMARY The City of Pleasanton requires new development to mitigate traffic impacts generated by their projects. Developers are required to fund a traffic impact analysis (TIA) to determine the development's impact on the network. The analysis is managed by City staff. The On Call Transportation Professional Services contracts allow for a more efficient project completion by eliminating the need to advertise the TIA project and seek individual contract approval. The consultant contract will be for services between July 16, 2014 and June 30, 2017 for a total, aggregate not-to-exceed amount of $500,000 over the 3 year period. Although the recommended aggregate not-to-exceed amount is $500,000 over three years, there is no guaranteed amount of work to any of the three firms, and there is no guarantee that the $500,000 amount will be expended over the contract period. The majority of this contract work will be paid for by the developers. RECOMMENDATION 1. Approve the professional services contracts with Hexagon, W-Trans and Fehr and Peers to provide On Call Transportation Professional Services for the not-to-exceed, aggregate amount of$500,000. 2. Authorize the City Manager to execute the attached contract. FINANCIAL STATEMENT The On Call Transportation Professional Services contracts will be funded by developers as TIA studies become necessary. It is anticipated that the On Call Services firms will be used for City of Pleasanton projects on occasion, which will be funded through the Traffic Engineering professional services account in the General Fund.
