SA1.Project Description and Approach <br /> received on the NOP will be taken into consideration in determining which <br /> topics to analyze in the SEIR. <br /> Task 3. Administrative Supplemental Environmental <br /> Impact Report (SEIR) <br /> The analysis in the SEIR will evaluate the effects of the project compared to <br /> an existing baseline(to be established,generally, at the time a NOP is issued <br /> for the SEIR). Because this document will supplement the previously <br /> prepared,the analysis will evaluate whether implementation of the Johnson <br /> Drive Economic Development Zone would result in any new or substantially <br /> more severe impacts than those identified in the prior General Plan and GPA <br /> EIRs, whether due to changes in the project,changes in circumstances, or the <br /> availability of new information. Because the previous EIRs—particularly,the <br /> GPA EIR—are relatively recent,we anticipate that changes to the project <br /> (i.e., implementation of the general plan amendment and rezoning for the <br /> Johnson Drive site)would likely be the cause of new and/or more severe <br /> impacts, should any be identified. <br /> ESA will prepare a SEIR including a robust technical analysis of the <br /> identified key environmental issues. Based upon the RFP, for the purposes of <br /> this proposal ESA assumes that three issues—Aesthetics, Air Quality, and <br /> Transportation—will be fully analyzed in the SEIR, with the remainder of <br /> the environmental topics on the CEQA Checklist assumed to be discussed in <br /> lesser detail, in a separate section of the document. Mitigation measures from <br /> the General Plan EIR and/or GPA EIR will be reviewed for the applicability <br /> to the proposed Johnson Drive project. <br /> As set forth in the RFP, ESA will provide the City with five(5)copies of the <br /> ADEIR,as well as one unbound copy and an electronic copy. <br /> • Aesthetics/Light and Glare. The impacts of the rezoning on aesthetic, <br /> visual, and scenic resources will be evaluated, including potential loss of <br /> views and effects of increased lighting on motorists and residents in the City <br /> (and, potentially, residents of Dublin, immediately across Interstate 580). <br /> Policies and programs provided in the General Plan and standard City <br /> requirements will be evaluated as to their effect of mitigating or avoiding any <br /> potentially significant effects. Mitigation measures from the General Plan <br /> EIR and/or GPA EIR will be revised for their potential to reduce impacts at <br /> the project site. Additional mitigation measures for aesthetic, visual and <br /> scenic resources will be identified where necessary to reduce any significant <br /> effects. <br /> Optional Visual Massing Simulations <br /> If the City requests, ESA will team with Environmental Vision to provide <br /> visual massing simulations for the proposed project in support of the <br /> Aesthetics analysis. The simulations would be completed from three public <br /> viewpoints and reflect before and after images of the project site. <br /> • Air Quality.
