Allocation of Funds for Public Education Services and <br /> To assure staff is effectively communicating with the public, as evidenced above, staff is <br /> taking a broad approach that includes radio and TV advertising and entering into an <br /> agreement with Carol H Williams Advertising to coordinate the marketing effort. <br /> Pursuant to authorization authority resulting from the local drought emergency and to <br /> meet timelines, staff has executed the following: <br /> 1. A purchase order with Comcast Spotlight for TV ads totaling $16,500 which will <br /> run in June (Attachment 1) <br /> 2. A purchase order with DSRSD for the joint purchase of radio ads on KKIQ for <br /> $7,560 (which represents the City's 1/3 share) which were running in May <br /> (Attachment 2) <br /> 3. An agreement with Carol H. Williams to assist with developing a marketing <br /> program informing the community of drought conditions/requirements in an <br /> amount not to exceed $200,000 (Attachment 3). This agreement will included <br /> developing community education messages that have and will be used for <br /> radio,TV and print ads and providing materials for continued outreach and <br /> education. <br /> While the Carol H. Williams agreement has a not to exceed amount of $200,000, staff <br /> intends to manage it so that it does not exceed approximately $175,000 which will allow <br /> the other two services listed above to be within the $200,000 included in the 2013/14FY <br /> Midyear Budget and 2014/15FY MidTerm Budget for these services. <br /> Municipal Code Amendments <br /> As Municipal Code Chapter 9.30 Water Conservation Plan is implemented, staff intends <br /> to rely on these regulations to assure program requirements are adhered to. As such, it <br /> may be necessary to occasionally amend the ordinance to address any ambiguity, to <br /> clarify matters or to implement new restrictions. Staff is recommending the following <br /> amendments as highlighted in Attachment 4: <br /> . 9.30.080 (c) (2) - Allows for the testing of irrigation systems for leaks by irrigation <br /> professionals who remain on site regardless of requirements related to odd/even day <br /> watering. <br /> . 9.30.080 (D) (2) - Establishes a watering schedule for various times of the year <br /> • 9.30.080. (D)(2) - In the event of a Stage 3 drought requiring a mandatory 35% <br /> water reduction, the code is amended to restrict weekend watering for residential <br /> properties to hand-watering, drip or subsurface watering only, and to prohibit <br /> consecutive days of watering for defined non-residential customers except for hand <br /> watering, drip and subsurface irrigation <br /> Page 3 of 4 <br />
