THE CITY OF 09 <br /> e CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON. <br /> June 17, 2014 <br /> Operation Services <br /> TITLE: UPDATE ON STAGE 3 WATER SHORTAGE; AUTHORIZATION OF <br /> FUNDING TO CONDUCT DROUGHT EDUCATION AND OUTREACH; <br /> AND INTRODUCE ORDINANCE TO AMEND THE MUNICIPAL CODE <br /> CH. 9.30 REGARDING OUTDOOR IRRIGATION RESTRICTIONS AND <br /> PROHIBITION AGAINST DECORATIVE WATER FEATURES NOT <br /> RECIRCULATING WATER <br /> SUMMARY <br /> A Stage 3 water shortage was declared by the City Council in May, and the City <br /> implemented a mandatory 25% reduction in water usage. Since that time, staff has <br /> directed considerable resources toward addressing public inquiries regarding specific <br /> drought related questions and on informing the public of the requirements and the <br /> overall drought emergency. The public information process has included running radio <br /> and television ads, developing print advertising for water education and hiring Carol H. <br /> Williams Advertising help with outreach and education of residents and businesses. <br /> Due to time constraints, staff has moved forward with these efforts even though they are <br /> not explicitly included in the City Budget as such, staff is seeking ratification of these <br /> services/agreements and the allocation of $200,000 to meet project costs. Staff is also <br /> recommending that the City Council introduce an ordinance to amend Municipal Code <br /> Chapter 9.30 regarding outdoor watering restrictions and to prohibit decorative water <br /> features (fountains, ponds) that do not use recirculating water. <br /> RECOMMENDATION <br /> 1. Ratify the execution of a Professional Services agreement with Carol H. Williams <br /> Advertising for drought education, advertising and marketing services for a not to <br /> exceed amount of$200,000 <br /> 2. Approve payments to the Dublin San Ramon Services District (DSRSD) for up to <br /> $7,560 and Comcast Corporation up to $16,500 for local advertising <br /> 3. Introduce an ordinance amending the Municipal Code Chapter 9.30 (Water <br /> Conservation Plan) <br /> FINANCIAL STATEMENT <br /> The 2013/14FY Midyear Budget and the 2014/15FY MidTerm Budget that the Council is <br /> being asked to adopt tonight includes $200,000 in the water enterprise fund (account <br /> #536-453-4328) to pay for education, advertising and marketing for water conservation <br /> which will meet program costs <br />
