BACKGROUND <br /> The Draft Parks and Recreation Master Plan (Master Plan) identifies the need for two additional <br /> dog parks and dog park locations as follows': <br /> . One additional dog park at two acres in size to meet existing demand <br /> . One additional dog park (no size designation) to meet anticipated future demand <br /> . Consider the Staples Ranch Community Park as a potential site for one of the dog parks <br /> . Consider the East Pleasanton Specific Plan area as a potential site for one of the dog parks <br /> . Explore the potential for placing the dog parks in existing parks and open spaces <br /> Prior to the issuance of the Master Plan, the Commission expressed an interest in an additional <br /> dog park and previously pursued various potential sites, including the Staples Ranch <br /> Community Park, Stoneridge Creek Neighborhood Park, the Bemal Property and Creekside <br /> Park. This matter was most recently discussed at your meeting of December 13, 2013 as part of <br /> the review of the Bemal Community Park Phase II, Oak Woodland Schematic Plan. The item <br /> was also discussed by the City Council at its meeting of February 4, 2014 and at its joint <br /> workshop with your commission on February 24, 2014. As an outcome of the February 4 <br /> meeting, the City Council directed staff to identify alternative locations for a dog park on the <br /> Bernal Property and elsewhere in the City, exclusive of Phase II of the Bernal Community Park. <br /> (The minutes from that meeting are included as Attachment 1.) <br /> In response to City Council action, staff reviewed sub-areas 5, 12 and 13 (Attachment 2) of the <br /> Bernal Property Phase 11 Specific Plan (Bernal Specific Plan) to determine if these areas are <br /> compatible with a dog park. These sub-areas were selected in significant part because in <br /> addition to their primary uses identified in the Bernal Specific Plan, Measure P provides that <br /> they may be used for "...other public and quasi-public uses that may be determined to be <br /> compatible with the surrounding land uses by the City Council." As the Commission may recall, <br /> Measure P was the City Council sponsored initiative approved by Pleasanton voters in 2006 that <br /> approved the Bernal Specific Plan which established allowed uses for the Bernal Property. <br /> Further, these are the three sites discussed previously with your commission and the City <br /> Council. The three identified sites, provided in Attachment 3, and general comments regarding <br /> their suitability are as follows: <br /> Sub-Area 5 —Valley Ave. Adiacent to the Chevron Market <br /> According to the Bernal Specific Plan, the primary uses for sub-area 5 are child care, open <br /> space, park and recreation, public utilities, trails, and other public and quasi-public uses that <br /> may be determined to be compatible with the surrounding land uses by the City Council. The <br /> approximately 1-acre site is undeveloped and does not include parking. The City does not have <br /> any currently active plans for this site. <br /> Due to its adjacency to residential and commercial uses, it is smaller than ideal size, and lack of <br /> parking, staff determined that this site is not ideal for a dog park. <br /> This language is included in the Draft Master Plan.
