Sub-Area 12 —At 1-680 South Bound On-Ramp and West Laguna <br /> According to the Bernal Specific Plan, the primary uses for sub-area 12 are open space, park <br /> and recreation, park-and-ride lot, public utilities, trails, and other public and quasi-public uses <br /> that may be determined to be compatible with the surrounding land uses by the City Council. <br /> The approximately 2-acre site is undeveloped and does not include parking or any <br /> ingress/egress. The City is currently planning to use the site as a park-and-ride lot and has <br /> prepared plans for this purpose. However, a specific construction schedule has not yet been <br /> finalized. <br /> Due to its close proximity to the freeway and potential use as a park-and-ride lot, staff <br /> determined that this site is not ideal for a dog park. <br /> Sub-Area 13 - Adiacent to the Marilyn Murphy Kane Trail Staging Area <br /> According to the Bernal Specific Plan, the primary uses for sub-area 13 are an environmental <br /> education center, Native American history reflective area, open space, park and recreation, <br /> public utilities, trails, and other public and quasi-public uses that may be determined to be <br /> compatible with the surrounding land uses by the City Council. While the approximately 12-acre <br /> site is underdeveloped, the existing Marilyn Murphy Kane Trail staging area includes twelve <br /> parking stalls, a paved entrance area, benches and a covered table, and a water line. The City <br /> does not have any alternative plans for this sub-area. <br /> Due to its size, adjacency to the parking at the Marilyn Kane Trail staging area, distance from <br /> residences and availability of water, staff has determined that this site is well suited for a dog <br /> park. <br /> • <br /> Assuming that the Commission agrees with staffs analysis that sub-area 13 represents the best <br /> location for a dog park, staff has identified three options for this sub-area as outlined below. <br /> Page 3 <br />
