Sub-Area 13 Site (approx.12-acres): Marilyn Murphy Kane Trail West — proposes a 1.26 acres <br /> dog park area. The existing trail staging area includes 12 parking stalls, a paved entrance <br /> area, benches and covered table, and a water line. The City has no alternative plans for this <br /> sub-area. With the proposed dog park size at this site, the availability of water, existing <br /> parking spaces, and the distance from residences, staff believes this would be a good site for a <br /> dog park. <br /> Sub-Area 12 Site (approx. 2-acres): 1-680 South Bound On-Ramp and West Laguna — this <br /> proposed 2-acre site is undeveloped and does not include any parking or ingress/egress. The <br /> site is currently planned as a park-and-ride lot by the City; however, a specific construction <br /> schedule has not been finalized. Because this site is close to the freeway and its potential use <br /> as a park-and-ride lot, staff does not believe it would be suitable for a dog park. <br /> Sub-Area 5 Site (approx.1-acre): Valley Avenue Adjacent to the Chevron Market— the Bemal <br /> Specific Plan indicates the primary use for this area are childcare, open space, park and <br /> recreation, public utilities, and other public and quasi-public uses that are determined by City <br /> Council to be compatible with surrounding land uses. Because of its small size and lack of <br /> parking, staff has determined this site not suitable for a dog park. <br /> Mr. Bocian noted that staff has not yet determined what parking spaces are needed, but all <br /> three site options could accommodate approximately 11 parking spaces, with the Marilyn <br /> Murphy Kane Trail location resulting in a total of 24 parking spaces. <br /> Commissioner Balch questioned issues raised by City Council members relating to Oak <br /> Woodland and whether the area indicated was still being evaluated. Ms. Bocian answered <br /> with information regarding access and grade at this location. <br /> Chairperson Kinzer opened the meeting for public comment at 7:30 p.m. <br /> Ms. Andrade-Wax advised that all emails received by staff regarding this matter had been <br /> forwarded to members of the Commission. <br /> Celia Gutierrez — was happy to learn that another dog park was being considered and noted <br /> that she has used the current park at Muirwood since it opened. She noted that while <br /> residents don't have a choice regarding location of another dog park it is good that they can <br /> give their opinions, and asked that people who use such parks are given an opportunity to <br /> provide input on design. <br /> David Edwards — indicated he resides near the proposed 1A site. He was in favor of keeping <br /> the proposed Park and Ride site for that purpose. Mr. Edwards expressed concerns about <br /> parking and peak use times of the trail and especially wildlife such as ground squirrels and <br /> birds that the impacts to them by adding the dog park. <br /> Melanie Sadek, Valley Humane Society — indicated she was in favor of another dog park and <br /> wanted to show her support for such.
