Lighting and Landscape District 1993-2, Bonde Ranch Maintenance in this District includes entry features, open space areas, firebreaks, trees, shrubbery, groundcover and irrigation systems. The assessment for the coming year for District 1993-2 (Bonde Ranch) will remain at $257.22 per parcel per year. With a total of 103 parcels in the District (including one City-owned parcel, the Bonde Ranch water tank), this year's total assessment will be $26,489.35. This amount will be sufficient to fund the maintenance of all common areas including water and electrical costs, County assessment fees, City administration fees, and sets aside in a replacement fund sufficient reserves for the long-term replacement of plantings, irrigation systems, fencing, and other District improvements. The City bid the District maintenance project in November 2012, and received four (4) qualified bids. The low responsive bidder was Tree Sculpture Group of Oakland, with a bid of $7,560 for the annual maintenance of the District. To date, the contractor has performed all of the specified maintenance work in a satisfactory manner. The City has chosen to extend the contract for an additional year as provided under their contract. Therefore, the contract amount was increased when it was renewed in January 2014 by a construction inflation factor of 1.3%, bringing the annual total to $7,658. This increase in cost of annual maintenance will not affect the annual assessment. Due to the ever-increasing cost of water and maintenance services, the cash reserve for the District has slowly diminished over time. City staff continues to work closely with the maintenance contractor in order to reduce water use and to increase the efficiency of landscape maintenance operations. Specifically, a 25% reduction in water consumption has been set as the goal for 2014, with a further 10% reduction in 2015. Despite these cost-saving measures, it is likely that an increase in the annual assessment will be necessary in the future in order to maintain the maintenance standards of the District. The long term cost controlling measure of replacing existing plantings with drought tolerant plants and reducing water consumption should not be confused with the short term water conservation requirements associated with the drought. This District will comply with all requirements for conservation during the current drought. Into the future this District will also cut its water use to control the amount of assessment charged to each member of the district. Lighting and Landscape District 1994-1, Oak Tree Farm Maintenance in this District includes the open space areas, entry features, firebreaks, trees, shrubbery, groundcover and irrigation systems. The assessment for the coming year for District 1994-1 (Oak Tree Farm) will remain at $473.66 per parcel per year. With a total of 42 parcels in the District (including one City-owned parcel, a sewer lift station), this year's total assessment will be $19,885.81. This amount will be sufficient to fund the maintenance of all common areas including water and electrical costs, County assessment fees, City administration fees, and sets aside in a replacement fund sufficient reserves for the long-term replacement of plantings, irrigation systems, fencing, entry signage and other District improvements.
